In recent years,Occurrence of a series of oil tanker leak accidents results in serious pollution of sea.A series of new standards to evaluate the safety of ships was introduced by International Maritime Organization to prevent the occurrence of such accidents.Formal Safety Assessment is a kind of evaluation system which draws lessons from industrial risk management and combined with the characteristics of shipping to evaluate the new regulations on maritime safety and marine environmental protection.As the basis of effectiveness of evaluating the existing safety level and reducing risk measures,ship safety data is essential for risk analysis when using FSA method.FSA method requires the support of historical data for risk assessment.However,maritime sectors were not intended for risk assessment when they accumulated data to ship database initially.Therefore,there are some limitations in risk assessment.A database that can be used by FSA method need to be established for risk assessment.Specific research work is as follows.(1)Designing of ship safety database.Based on data requirements of the FSA method,designing a ship safety database is accomplished through analysis of the data structure of the typical ship databases at home and abroad,including data requirements analysis,conceptual structure design,logical structure design and physical structure design.(2)Ship safety data collection.According to the data structure of the ship safety database,the data source and the acquisition mode of the fields in each data table are determined.The data acquisition method based on Web is used to collect and standardize the target data.The collected data of different structures is stored locally.(3)The information extraction of unstructured data.the paper defines the useful information which can be excavated in the maritime free text as the item to be extracted.Custom maritime thesaurus is built according to common expression of extraction targets for word segmentation and POS tagging.The rule is determined according to law of POS after segmentation and rule-based method is used to extract the free text information.Finally,the results of the relevant extraction are verified andanalyzed by experiment.(4)Realization of ship safety database system.The database’s performance and functional design is competed,after standardized processing all kinds of ship safety data obtained through different methods,ship safety data is imported to database system to complete the construction of system.Finally,the statistical function of the ship safety data is designed and realized. |
