Research On The Mandatory Recycling Of Household Hazardous Waste

Pollution control and resources cyclic utilization have always been the significant topics in Chinese solid waste management.With the development of Chinese industry,many products with complex components have been put on the market,and become the necessities of people's daily life.The demand increasing of products such as fluorescent lamps and domestic pesticide has led to people's concern on the orderly disposal after the consumption.Household hazardous waste refers to household dangerous waste including waste fluorescent lamp tube,waste insecticide,waste nickel cadmium battery and waste oxide mercury battery.Currently,the majority of the household hazardous waste are disposed together with the household garbage in the landfill or incineration plant.There have been some pilot activities of the centralized recovery of the household fluorescent lamps and batteries in the communities of a few cities.However,the areas are limited,the recovery activities have not come into scale within the short timeframe,and they have not solved the environment pollution problems brought about by the household hazardous waste in China.The paper explores the recycling system construction in the process of household hazardous waste recycling when producers are treated as the responsibility party.Except for the introduction and conclusion,the paper is divided into four parts:Part one is the overview of the management issues of household hazardous waste.The main contents include the clearly defines and categorizes household hazardouswaste,analyzes the negative effects and resource utility of household hazardous waste,summarizes the current situation of legislation and shortcomings of the domestic household hazardous waste management,and conducts analysis for the pollution risks of the traditional garbage collection and disposal approaches that applicable for the household hazardous waste.The second part analyzes the basic connotation and functions of mandatory recycling,and introduces the Chinese legislative practice of mandatory recycling system.Based on this,the paper further analyzes the effects of the mandatory recycling that applicable to Chinese household hazardous waste management,that is,the pollution risk prevention of household hazardous waste,to promote the resource utility of household hazardous waste.Through the investigation on the implementation condition of the household hazardous waste mandatory recycling system in Germany and Canada,part three summarizes the lessons can be learnt to Chinese system construction of household hazardous waste mandatory recycling,that is,the clear implement object,sound responsibility allocation system,efficient producer responsibility organization and practical supporting system.Meanwhile,based on the actual condition of China,the government supervision and assistance is put forward,and intervention should be provided to customers' disposal of household hazardous waste as well as the importance of the requirement on household hazardous waste transportation and disposal.The fourth part puts forward specific suggestions to the system construction of household hazardous waste mandatory recycling in China.In the system construction of household hazardous waste mandatory recycling,the applicable subject should be firstly determined.When identifying the applicable subjects,the threatening to the environment,the economic feasibility of recycling and people's acceptability of the different types of household hazardous waste should be considered.Based on the three elements,the applicable mandatory recycling subjects of the household hazardous waste are determined: waste fluorescent lamp tube,waste nickel cadmium battery,waste oxidized mercury battery and household source hazardous waste withpackaging;in the next place,the responsibility subjects and specific responsibility should be determined for the household hazardous waste mandatory recycling system,including the responsibility of sellers to take over the household hazardous waste,the recovery,disposal and recycling utilization responsibility of production enterprises.Moreover,the auxiliary responsibility of other participants in the household hazardous waste mandatory recycling system should be determined,including the supporting and supervision responsibility of the government and the correct placing responsibility of the consumers.At last,the importance of supporting system is highlighted.In the household hazardous waste mandatory recycling system,the effect of guarantee deposit-refund system should play a part in prompting the consumers to put the household hazardous waste to the collection point.At the same time,the storage standard should be established to regularize the storage behavior of the sellers.In addition,a system of information and fund guarantees should be established to encourage producers to fulfill their recycling obligations.
