Resources and environmental issues have caused widespread concern worldwide.Some human activities may cause dramatic changes in temperature.As the largest carrier of carbon emission reduction,cities are critical players in achieving sustainable development strategy and commitment to carbon reduction.Therefore,building a low-carbon city is an important choice for china to achieve sustainable development.Low-carbon pilot cities are the pioneers of low-carbon construction in china and can be used as demonstrations for other cities to build low-carbon cities.Therefore,the evaluation of the current status of construction of low-carbon pilot cities and the identification of key work links in low-carbon pilot cities is of great importance to improve the effectiveness of low-carbon pilot cities.Therefore,starting from the object management theory,this paper identifies the goals of low-carbon city construction,and thus evaluates the low-carbon construction level of low-carbon pilot cities in china.Finally,it recognizes the current status of low-carbon pilot cities and improves the construction of low-carbon cities in china.The low-carbon cities construction work program in china’s low-carbon pilot city is examined by using the content analysis method.The low-carbon construction goals and major measures in low-carbon pilot cities are identified.Then a forward-looking low-carbon city construction evaluation index system is constructed from the object management theory.The low-carbon construction status of low-carbon pilot cities is scored by using the entropy method and topics method.The current low-carbon construction status of the low-carbon pilot cities is analyzed from the target dimension level,and the relative level of pilot cities.Finally,we present suggestions for improving the construction level of targeted low-carbon pilot cities.Through the content analysis of the policy documents of china’s low-carbon pilot cities,the main objectives of low-carbon construction in low-carbon pilot cities in china are identified as:industrial restructuring,energy structure optimization,energy efficiency improvement,increase of carbon sinks,and improvement of low-carbon management systems.By constructing a low-carbon construction evaluation index system based on target management,this paper assesses the state of low-carbon construction in 35 low-carbon pilot cities.Research demonstrates that the overall construction of china’s low-carbon pilot cities has achieved certain results.There are not any pilot cities in the low-level stage,but the overall level of construction is not high,and the irrational industrial structure is the biggest problem in low-carbon pilot cities.The main problems of the target dimension of low-carbon pilot cities are as follows: 1)The pressure of industrial restructuring is huge,and high-tech industries need urgent progress.2)Coal accounts for a large proportion of energy,and renewable energy penetration rate is low.3)The development of the building is infancy,and public transport system is not perfect.4)The per capita green space is small,and the intensity of tree planting is small.5)The level of low-carbon management systems varies greatly,and the degree of disclosure of greenhouse gas accounting data is not high.By analyzing the relative level of low-carbon construction in various cities,this paper finds that the fundamental tasks of each city.In response to the problems existing in the overall construction of low-carbon construction,this paper proposes continuing implementing the low-carbon pilot work,attaches great importance to the industrial structure,increase carbon reserve,to actively plant trees,reduce coal use.To improve differences between the each city’s level of construction,this paper puts forward the recommendations that attach importance to the evaluation of low-carbon city construction level,establish a low-carbon pilot city low-carbon construction experience base,and establish a new type of performance outlook.
