Political And Social Linkage Of Environmental Governance:in Theoretical Perspective

With China’s Reform and Opening,China has become the world’s second largest economies,more and more contradictions between development and environment.Local government exchange environment for GDP growth,which has brought many environmental pollution and ecological problems and frequently triggered “Mass Disturbances & Civil Disorder Surrounding Environmental Pollution”.The 19 th National Congress of the Chinese Communist Party has call for “Green Mountain is Golden Mountain”,which marks environmental governance become an important part in government public affairs.The way out of environmental governance is to respond to the environmental problems actively.Obviously,it also reflects the current dilemma of environmental governance in our country: the imperfect citizen decision-making participation mechanism and the invalid social conflict dispute disposal mode,which shows that effective environmental governance mechanisms is urgently needed for the fragile community in our country.Based on this,this paper follows that a construction of effective environmental governance mechanism need to seek group cooperation,in order to take orderly,healthy and rational collective action to prevent environmental pollution or potential pollution problems.This paper compares two environmental governance frameworks that have been implemented in china at current stage and demonstrates them from mathematical logic.The research finds that a single Government-Type Strong Reciprocity Mechanism and a single Community Self-Governance Mechanism all have their own advantages and disadvantages,implementation conditions,and operational difficulties.The “ Government and Social Linkage ” Mechanism can take collective action,maximize the positive effects of the Government-Type Strong Reciprocity Mechanism and Community Self-Governance Mechanism,which can mobilize the enthusiasm of the community residents to participate in environmental governance extensively,finally become the basic mechanism for environmental governance and then prevention of “Mass Disturbances & Civil Disorder Surrounding Environmental Pollution”.According to the environmental governance mechanism of the "Political and Social Linkage" Mechanism,this paper expounds the model of the linkage mechanism of the environmental governance and society follows The Logical Structure of Basic Governance Unit,The Three Side Committee.This paper analyzes the achievements of "Political and Social Linkage" Mechanism explored in Qingdao,Shantung province,which including environmental governance,"Political and Social Linkage" Mechanism in Xinyuan community provides richness example in "Political and Social Linkage" Mechanism,which suggest that The "Political and Social Linkage" Mechanism has practical feasibility and inquiry significance,it means that fostering community organizations and promoting the positive interaction between residents and the government is an important choices.
