Study On PPP Model Of Town Sewage Treatment Plant Project In Nanan City

With the deepening of the new urbanization process,there is an urgent need to solve the sewage problem.According to the website of the national development and reform commission,China’s sewage treatment industry will be held in large cities and small or medium-sized cities or towns.And small town sewage treatment plant construction funds mainly come from the government,as economic growth slowed,coupled with the grim problem of local government debt,a long time,and there is a huge financial capital will be.In the sewage treatment project application of the PPP mode,not only can solve the funding difficulties,make up for a lack of funding,you can also use social capital superb technical level and management advantages,improve the operational efficiency of waste-water treatment project management and satisfy people’s demand for the supply of public services,is the inevitable choice of ecological civilization construction and environmental improvement.The urban sewage treatment plant in Nanan city are characterized by the small scale of the urban sewage treatment plant,the layout is decentralized,the cost of tonnage water and the higher operating cost.And it uses a factory network integration mode of PPP investment construction operations,a total of 12 new sewage treatment plants and 1 stock sewage treatment plant and supporting pipe network project were put together,increasing the attraction of social capital,with disperse,centralized management mode,effective cost savings,improve project return on investment.The implementation of this project is a demonstration role for the promotion and popularization of the integrated PPP mode of the factory,and is included in the third batch of PPP demonstration projects of the ministry of finance.Based on waste-water treatment at home and abroad financing and the PPP mode,on the base of literature study also,firstly,we summarize Nanan town sewage treatment plant project basic situation,analyze the necessity and feasibility of using PPP mode.Secondly,research project application of the PPP mode operation procedures,the implementation plan,including both power and responsibility division,reward system,pricing adjustment mechanism,performance evaluation and supervision mechanism set specific practice,the risk allocation and control of the project,financing structure is analyzed.Then,the problems in the application of PPP mode in the project are sorted out,the countermeasures and suggestions are put forward.And pointed out that the project of sewage treatment project application of PPP model revelation: true value evaluation,strict careful screening of the social capital,making complete fair project contracts,the reasonable choice of the PPP mode,scientific design of PPP financing scheme,standardize the perfect regulation system.
