In recent years,the degree of global economic integration has become increasingly high,the trade between countries has become more frequent,the port shipping industry has enjoyed great prosperity and development,the port throughput has been increasing rapidly,and the quantity of goods transported by sea is increasing day by day.Navigation of the ship at sea,meanwhile,large-scale,carriage of goods by kinds of complications,the maritime traffic safety situation is increasingly serious,the personnel safety,Marine environment,the local social development has a serious influence and caused great property and economic losses.How to deal with the complex and changeful maritime traffic accidents,protect the safety of navigation environment,improve safety management level,has become an important research direction in the present port shipping industry.This topic was proposed based on the FSA evaluation model of the ship maneuvering simulation system,the FSA theory,the internal operation mechanism of deep mining are analyzed in detail the application principle of ship maneuvering model,by artificial factors,environmental factors,management factors,shipping and other factors as the analysis object,fully consider the object of study of ship navigation conditions,natural environment features,port hinterland requirements,etc.,using Delphi method and fuzzy mathematical methods of system theory,constructs the risk matrix model and risk contribution tree model.According to the connotation of risk assessment,from the aspects of casualties,property loss,Marine pollution and hull loss,this paper combines risk matrix model and risk contribution tree model to form the evaluation system of risk factors correlation index,and divides the risk areas that affect the navigation safety,and sets up the risk prevention and control plan in line with its actual requirements.At the same time,this article will analysis results of environmental factors in the FSA theory is introduced into the ship maneuvering simulation experiments,the factors involved in high-risk projects as a key area in the ship maneuvering simulation experiment,the analysis on the risk of effect that produces the most unfavorable conditions,on the basis of the design safety of navigation path and optimize the scheme of ship maneuvering,predict and analyze the trend of navigation safety risk in this area,Suggestions to ensure the safety of navigation of the waters and decision-making.In this work,that FSA theory and ship manipulation model were integrate,and an FSA evaluation model based on ship control simulation system was establish,which was used to remedy the problem of incorporation between quantitative analysis and qualitative analysis in the navigation safety evaluation,carried out risk assessment and trend prediction for water navigation safety,and establish corresponding control plan.The results of this study can provide decision-making and basis for risk management of navigation safety,port project construction and ship operation management.
