Research On Pollution Control And Restoration Project Of Beijing Coking Plant Based On Target Managemen

Soil is one of the main natural resources for human survival,with the rapid growth of population,rapid development of industry,the harmful gases in the atmosphere,dust and harmful solid waste pollution,wastewater and other pollutants through a variety of ways to enter the soil,cause soil pollution,will eventually endanger human health and human survival and development.This project research plots as coking plant industrial land relocation site left by the pollution is more serious,according to the Beijing municipal government planning intention,the coking plant site will be used as a comprehensive development zone of Industrial Heritage Park and covers residential and commercial construction,development and pollution of land reuse about the physical and mental health of the population living in the future,the restoration the effect of concern.The old chemical plant site protection and reuse process is complex.There are many factors,only in strict target management system,to ensure the smooth implementation of the project,to ensure that all aspects of social,economic and cultural areas and the environment coordinated development,the goal of land becomes really harmonious blend of old and New District of the city,to achieve full the real revival range.In order to ensure the realization of project objectives,improve the project three objectives of management efficiency,based on the previous research results,in terms of quality,cost and time are the three main targets as the core,in order to study land pollution control of Beijing coking plant restoration project based on target management as the research direction,by literature review,qualitative analysis methods and the analysis of problems and causes in the process of land pollution remediation.At the same time,combined with SMART principle and PDCA cycle management method,according to the order of project implementation,we analyze the superiority of the theory of target management in reality.The paper also carries out a brief objective management analysis on the five elements,"man,machine,material,law and ring" in the implementation of the project.At the end of the paper,we reviewed the contents and results of this research,and put forward the problems and shortcomings in the research process,and prospected the future research directions of soil remediation projects in China.Through the analysis,the paper draws the advantages and limitations of the goal management theory in the application of project management.Through the application of target management theory,we hope to improve project managers’ effective management of engineering projects,so as to improve the efficiency and effectiveness of management,so as to better serve the development of national economy.
