Water is the source of life,the basis of production,and the foundation of ecology.The current status of water resources in China is well-known,with large quantities,low per capita,and uneven spatial and temporal distribution.Henan Province is also a large population and agricultural province in China.With the rapid economic development,With the acceleration of urbanization,the demand for water resources has suddenly increased.Along with the continuous increase of urban industrial and domestic sewage discharges,the lagging of public infrastructure in cities and towns,and the lack of management measures,large amounts of sewage are discharged directly from rivers surrounding cities and towns without treatment.Therefore,many rivers have serious black and odor phenomena.Aquatic plants and animals are almost extinct,and the original functions of rivers are almost lost.In particular,our province belongs to the semi-arid region in the north,and the black and odorous river phenomenon is particularly serious,which seriously hinders the sustainable development of the city.At present,there are mainly three modes of urbanization in China: the big city model,the medium-sized city model,and the small town model.According to the website of Pingyi County People's Government,the population of the county has reached 1 million in 2015.Per capita disposable income of urban and rural residents reached 22,052 yuan and 9,158 yuan respectively,an increase of 10% and 10.5% respectively.The urbanization rate of the population was 36.4%,an increase of 1.5 percentage points from the previous year.The Northam curve abstract expresses the law of urbanization in many developed countries,proving that the urbanization rate is 30-70%,which is the fastest period of urbanization,and is calculated by population;therefore,the urbanization rate in Pingyi County is accelerating.development stage.However,the increasing level of urbanization has also brought new problems,such as changes in the state of surface runoff at the surface,lower river water quality,increased frequency of flooding within the region,changes in river water ecological environment,and reduction in aquatic life.Black river odor phenomenon has become more serious,and it has severely restricted the development of urbanization in China.At present,the city's black and odorous water body is the problem in the water,and the cause is on the shore;from the traditional idea of “end-governance”,it is transformed into the whole process of “source emission reduction,process interruption,end governance,and long-term maintenance” governance system.To avoid "headaches and headaches".Based on river ecology theory,the effects of urbanization on rivers,and the cause of urban black-and-odour water bodies,we will proceed from the source of emission reduction,process blocking,and end treatment(recovery of end river water quality,recovery of end river habitat,end The river bank repairing)and long-term mechanism established the whole process governance evaluation index of urban black and odor water,and used the matter element extension evaluation model and improved the analytic hierarchy process to determine the weight to evaluate the river governance in Pingyi county qualitatively and quantitatively.,And provide governance experience and evaluation reference standards for black and odorous rivers in other urban areas of Henan Province.
