Under the background of the new normal of the global economy,the unhealthy factors that state-owned coal companies have laid in the Golden Ten Years have been exposed,and these unhealthy factors directly restrict the normal development of enterprises and the stability of society.As the country puts forward the implementation of major decisions such as“three go ones and one subsidy and strengthen supply-side structural reforms,the coal industry's de-capacity work has risen to a new level.Coal companies can diversify through surplus personnel,constantly optimize corporate human resources structure,establish long-term stable salary,recruitment,training and other aspects of the company to reform,to solve the problem of redundant personnel,multiple organizations,and inadequate employment mechanisms,and actively promote Coal companies develop healthily.Taking the SY coal mine as the target for diversion of surplus personnel in the context of“capacity removal” in the country,it has been analyzed through multi-channel and multi-level analysis.Summarize the reasons for the current surplus of the company's employees,which mainly include: the overcapacity of the coal industry as a whole,the company's own capacity reduction,the shortcomings of the state-owned enterprises' management system,the improvement of enterprise technology,and the improvement of the allocation efficiency.At the same time,it summarizes and analyzes the surplus situation of the personnel in the company.Then analyze the current problems in the aspects of ideological awareness,policies,publicity,and financial guarantees that the company has in terms of distribution.n view of the above issues,the theoretical analysis of the human resources Maslow's hierarchy of needs,the human resource management 5P model and the incentive mechanism are carried out.Based on the actual situation,a suitable diversion scheme is proposed for the SY coal mine.We must adhere to the principles of diversion,non-dismissal and openness,fairness,and fairness,and start with compulsory diversion and encouragement diversion.At the same time,based on the establishment of a diversion management center,human resource "5P" model and other safeguard measures,we will actively promote the implementation of the diversion work.Through the study of this issue,the following four conclusions are drawn.First,the diversion of redundant employees of enterprises will be conducive to the sustainable development of enterprises.Only through the transformation,restructuring,introduction of good strategic mechanisms,proper placement of employees,and the infusion of fresh impetus,can the redevelopment of the enterprise be realized.Second,the diversion of redundant employees must adhere to the principle of “people-oriented,fair and just”.We must strictly follow the relevant laws and regulations of the country,and in accordance with the spirit of enterprise reform and restructuring,effectively protect the legitimate rights and interests ofevery employee of the company.Third,the purpose of the diversion is not to allow employees to be laid off or become unemployed,but to realize the reconfiguration of human resources.Enterprises must carry out reforms in areas such as optimizing human resources management,salary distribution systems,and various types of assessment systems to achieve the company's health "downsizing".Fourth,actively promote the communication mode and communication between enterprises and local governments,and provide two-way protection for enterprises and the government.A complete set of diversion system is finally formed to achieve smooth operation of the enterprise diversion.
