| During the nearly more than two centuries,from the first industrial revolution to the arrival of information age,the growing problem of greenhouse gas emissions caused by huge energy consumption is getting worse,therefore related management must be conducted in a timely manner for energy waste,the phenomenon of greenhouse effect and so on,especially for greenhouse gas emissions of CO2 which is the main component of control.As the world’s largest developing country,China also shoulder the responsibility and moral duty of reasonable reducing greenhouse gas emissions and controlling the greenhouse effect.So we should choose and apply more effective and comprehensive methods to optimize resource utilization,improve the environment condition,help the region government or relevant organizations to improve energy efficiency,energy utilization status,adjust the energy management policy,implement more effective energy saving low carbon projects.Under the maximization of efficiency,this paper studies the issue of China’s carbon emissions distribution rights and carbon emission reduction costs.First,the cumulative contribution of China’s carbon emissions evolution and driving forces since the reform and opening up has been studied in detail using the LMDI index decomposition method.The results show that the evolution of China’s overall carbon emissions has experienced three stages of rapid,steady and rapid growth.The most important positive driving factor is economic development.The most important emission reduction driver is energy intensity,while coal-based Energy consumption structure is the main reason for the high carbon emissions growth.The cumulative contributions of various drivers are significant in different regions and industries.However,economic development and energy intensity are still the two most important drivers in both positive and negative directions.Second,the establishment of input-output evaluation system.Energy consumption is taken as the energy input factor,labor input is selected as the non-energy input factor,GDP is selected as the expected output factor,and carbon dioxide emissions,sulfur dioxide and nitrogen oxide emissions are selected as the non-expected output factors.On the premise of the above indexes,the overall evaluation system of data envelopment analysis is established,which lays the foundation for the overall data envelopment analysis.After briefly analyzing the defects of the primary model,combining the advantage that the directional distance function can distinguish the expected output from the undesired output,and the advantage that DEA can solve the problem of the fixed total carbon emission,the RC-DEA model is proposed to introduce SBM Model(Slack Based Measure,SBM)is used to solve the problem that the improved part of slack is not reflected in the measurement of efficiency value,and the research on the quota allocation of carbon emission right under the maximization of efficiency.Based on the linear programming,we calculate the marginal carbon emission reduction cost in each region by calculating the provincial directional distance function value,that is,the carbon emission reduction cost calculation model in the perspective of maximizing efficiency.The above model is empirically studied.The results show that in the seven iterations of the RC-DEA model,Beijing,Tianjin,Liaoning,Jilin and other 16 provinces and cities with initial efficiency values above 0.8 have increased their carbon emission rights to varying degrees.In other 12 provinces and cities with relatively low initial efficiency values,the amount of carbon emission rights has been decreasing.From the perspective of maximizing efficiency,the amount of carbon emission rights distributed is less,which is not conducive to the economic development of these regions.According to the analysis of carbon emission factors,the higher the production efficiency,or the higher the level of carbon emission performance,and the higher the level of technology,the higher the cost of marginal carbon emission reduction and the relative difficulty in implementing carbon emission reduction;The larger the area,the greater the CO2 emission,and the lower the cost of marginal carbon abatement is,the higher the consumption of coal in resource allocation. |
