China has become one of the largest countries of the world in energy consuming and carbon dioxide emissions and the pressure of reducing emissions is large in China at this stage.In fact,the cities are the main source of greenhouse gas emissions,who account 70% for the country’s total emissions.So the study of carbon dioxide emission reduction potential and marginal cost of emission reduction in urban can provide a reference for policy makers to take measures to reduce emissions.This paper estimates the CO2 marginal abatement cost and abatement potential of 286 cities in China based on non-parametric directional distance function method for the period of 2002-2013.We compared the results according to different perspectives,such as the areas,the Gross Domestic Product(GDP)per capita and the environmental and non-environmental cities.The results show that both the CO2 marginal abatement cost and abatement potential differ obviously among cities and the eastern area has the highest abatement cost and the lowest abatement potential in the three areas.And the highest abatement potential and the lowest abatement cost are in the west area.Besides,the cost is lowers in environmental cities compared to non-environmental cities and the higher GDP per capita,the lower abatement cost and the bigger abatement potential.On the whole,there extents a down trend in carbon dioxide emission reduction potential the marginal cost in cities from 2007,while the abatement cost tends to increase at the same time.This phenomenon is result from the emergence of a series of China’s carbon emission reduction policies which improve the whole of the carbon emissions efficiency and reduce the emission reduction space,as a result,it will be more difficult to reduce emissions in the future.Meanwhile,we have discussed the influence factors of abatement cost,including the CO2 emissions per energy consumption,GDP per capita,urban level and population density.We find that the U-shipped relationship is significant between the marginal abatement cost and per capita CO2 emissions and the CO2 emissions per energy consumption is negatively correlated with the marginal abatement cost.
