Green Production Research

Based on Marx's theory of economics,this paper analyzes and combs green production from two aspects of system and science and technology,and refines the logical relationship between green system,green science and technology and green production.That is to promote green science and technology progress with green system,promote green production and development with the progress of green science and technology,and then put forward the green system-the green technology-the theoretical framework and policy system of green production.Green system promotes the development of green science and technology.Based on the scientific definition and analysis of green system,it points out the necessity of establishing green system.The relationship between green system and green technology is analyzed at the height of productivity and production relations.Furthermore,we put forward that the green system,that is,the simple government and the decentralization of power,and the optimization of “open,manage and serve”,for example,to the government's work "only run once",emancipate and develop the productive forces of green science and technology.The specific contents include:(1)the management of scientific and technological talents from the focus of economic incentives to their living and environment,and the establishment of a rapid development of science and technology in urgent need of green talent team;(2)science and technology system from the focus on science and technology workers enthusiasm to both scientific and technical workers cooperation problem,develop industry-university-research collaboration,break the bottleneck of the development of science and technology "the last kilometer" problem,promote the development of green technology;(3)establish and improve the green technology market and promote the communication and dissemination of green technologies;(4)establish and improve green fiscal and taxation policies to promote green technology,and promote green scientific and technological progress with economic benefits.Green technology promotes green production.Based on the scientific definition and analysis of the nature and characteristics of green technology,it is pointed out that accelerating green scientific and technological progress is the decisive condition for promoting the development of green production.Development of green science and technology is not only the inevitable requirements of enterprise itself,and it is ease and eventually break resource and environmental pressure,improve the international competitiveness,accelerate the development of green production,the basic way to achieve sustainable economic development.Therefore,we should promote green production with green technology.Specific performance:(1)green technologies provide pollution prevention and treatment technologies,and reduce the negative impact of production on the natural environment;(2)green technologies provide green production tools and processes,accelerate the construction of green production,and improve the quality of green production;(3)green technology can improve the utilization rate of resources,develop new energy and realize cleaner production;(4)green technology promotes the formation and development of modern green management system,improves the management of production activities,and improves the efficiency of green production.Establish a modern green production system.The specific contents include :(1)to create and perfect the green production conditions and improve the green production driving mechanism;(2)establish and improve modern green production mode to realize green production development;(3)improve the green industrial structure,promote the coordinated development of green primary industry,green secondary industry and green tertiary industry;(4)strengthen green production management and standardize and institutionalize green production.Policy Suggestions:(1)establish green system?green science and technology ?green production,and accelerate the development of green production;(2)Among them,give full play to the improvement and promotion of technology and system,and accelerate green technology development and green system improvement with green production.realize the coordinated development of green system,green technology and green production;(3)to establish a modern green production system and promote the expansion of green production.
