Heavy and extra-large safety accidents cause great social harm,and bring serious casualties and economic losses.It is considered to be a step of crisis learning by comprehensive investigation of the accidents and learning experience and lessons from the accidents.The cycle of "accidents-crisis learning-accidents again" reflects the difficulty and obstacles of crisis learning.Effective crisis learning is the key to extracting knowledge from crisis,attracting experience and lessons and preventing the recurrence of crisis.The accident investigation report is an important channel for obtaining knowledge about the accident.Compared with the investigation process of the accident,the publication and dissemination of the investigation report have a more important position in crisis learning.Domestic and foreign scholars have conducted a lot of discussions,regarding the way of crisis learning and the influencing factors of crisis learning.This article has conducted detailed research and discussion on the concept of crisis learning,research overview,influencing factors and related theories.Related researches mainly focus on theoretical research,speculative discussion and specific case studies,and lack corresponding empirical research.The domestic study of crisis learning on heavy and extra-large safety accidents focused on the text of the investigation report itself,ignoring the sharing and dissemination process after the investigation report issued.In this article,we conducted empirical research and made up for the lack of relevant empirical research,based on the previous theoretical research and related research.In this paper,we use the heavy and extra-large safety accidents,which have officially released reports by the State Administration of Work Safety as study samples.The samples include 118 official reports of the heavy and extra-large safety accidents.According to these,we explore the relationship between economic loss and time limit with crisis learning.After that,administrative accountability was added as a mediator variable in the model,and media attention was used as a moderator variable in the model,separately.Through empirical research,we find that economic losses have a positive impact on the effectiveness of crisis learning,and investigation time limits negatively affect the effectiveness of crisis learning.Administrative accountability has a positive impact on the effectiveness of crisis learning.And administrative accountability has partial mediating effects on the relationship between economic loss and the effectiveness of crisis learning.Administrative accountability also has a partial mediating effect on the relationship between the investigation time limit and the effectiveness of crisis learning.The media attention has a negative mediating effect of the relationship between investigation time limits and the effectiveness of crisis learning,but it has no mediating effect on the relationship between economic loss and the effectiveness of crisis learning.The exploration of the formation mechanism and influencing factors of crisis learning is conducive to understanding the path and obstacles of crisis learning,and provides practical and practical guidance and measures for improving the effectiveness of crisis learning,which is conducive to improving the effectiveness of crisis learning.
