Research On The Mechanism To Environment Access Of Ecological-civilization Demonstration Area

To promote the construction of ecological civilization in the background around the envir onment,environment access as an important means of control of the source is not short mentio ned and attention,through research and establish environmental access mechanism,optimizatio n of regional development,charge play to guide the regulation function of environmental prote ction,promote economic development and resources and environment carrying capacity to ada pt.In this paper,through the analysis of the current domestic and foreign experts on the study o f environmental access mechanism overview,it reviews the general situation of environmental access mechanism research,summed up the relevant literatures,combining with the actual situ ation of Gui'an new area construction of ecological civilization demonstration area and the esta blishment and use of environmental access mechanism for further research.Through the implementation of environmental access system,effectively improved the efficiency of environmental management work,promoted the adjustment of industrial structure,optimized the industrial layout,increased the utilization rate of the resource environment and effectively prevented project constructing with the low level,heavy pollution and high risk.As for firmly establishing and implementing the "Two Underline"-Ecology and Development,striving to improve the quality and level of industrial development has played a positive role.The author has read large number of document about environmental access and has depth understanding of the environment access mechanism.On the great background of ecological civilization construction,combined with the location of constructing ecological civilized demonstration area in the Gui'an new area to research the establishment and application of the environmental access mechanism.The main contents include:The system sorted out environmental quality status and ecological civilization construction of Gui'an new area,and found out the environmental restriction factors.Studied the development and improvement of environmental access mechanism in Gui'an new area from the angle of ecological civilization construction,environment admittance mechanism status and analyzes the operation status of the environment admittance mechanism.Combined with the environmental restrictions,verified the effectiveness of establishing environment access mechanism through the contrasted analysis method;Took use of the one-dimensional model and A-P method to respectively account for water environmental capacity and atmospheric environmental capacity,so as to confirm the rationality of establishing environmental access mechanism;Certified the necessity of perfecting the environment access mechanism through analyzing carrying capacity of land resources;Under the basic of ecological suitability analysis,analyzed carrying capacity of land resources and proved the necessity to perfect the environment access mechanism.Finally,proposed the suggestion about the establishment and utilization of environmental access mechanism,and concluded the path to establish environmental access mechanism.
