Research On The Government Management Mechanism In Third-party Operation And Maintenance Of The Pollution Source Automatic Monitoring Facilities

After more than a decade of development,China has built a network of pollution source automatic monitoring system throughout the country,and started to implement third-party operation and maintenance of pollution source automatic monitoring facilities.However,in the actual work,there are still some problems in the government management mechanism of the third-party operation and maintenance of the pollution source automatic monitoring facilities.There are few researches about government management mechanism of the third-party operation and maintenance of the pollution source automatic monitoring facilities abroad,domestic researches mainly focus on the advantages and improvement direction of third-party operations and maintenance,and less research on existing problems and deficiencies.This article analysis on the existing problems and deficiencies of third-party operation and maintenance with the principal-agent theory and government regulation theory,and gives the respective improving strategy,to expand the research direction of government management mechanism of the third-party operation and maintenance of the pollution source automatic monitoring facilities.This paper mainly uses the methods of literature research,comparative study and empirical research to analyze the current situation of government management mechanism of the third-party operation and maintenance of the pollution source automatic monitoring facilities in Chongzuo city.Analysing on the government management subject,management object,management boundary,management modes,management methods and so on,found the problems mainly include:(1)the environment law enforcement personnel lack of professional knowledge related to pollution source automatic monitoring equipment;(2)pollution emission enterprises are not environmentally conscious;(3)third-party operation and maintenance enterprises are in a weak position;(4)good and bad third-party operation and maintenance enterprises of the pollution source automatic monitoring facilities are intermingled;(5)it is difficult to maintain the automatic monitoring equipment of the pollution source;(6)insufficient funds for third-party operation and maintenance of the pollution source automatic monitoring facilities;(7)management methods are flawed.Analyzing the causes of these problem in depth with the perspective of principal-agent theory and government regulation theory,found the main reasons for the problems of government management mechanism of the third-party operation and maintenance of the pollution source automatic monitoring facilities include:(1)Environmental regulators source lacking in variety;(2)the cost of breaking law is low;(3)third-party operation and maintenance enterprises and pollution emission enterprises are stakeholders;(4)deregulation may lead to unfair competition;(5)national standards for the pollution source automatic monitoring facilities and equipments are imperfect;(6)the government does not set the charging standard for third-party operation and maintenance of the pollution source automatic monitoring facilities;(7)government management of pollution source automatic monitoring facilities in China ignores education method.The government should explore more cooperation mode between environmental supervision department and third-party operation and maintenance enterprise,strengthen the pollution source supervision and law enforcement,formulate unified standards,establish a charge system of third-party operation and maintenance of the pollution source automatic monitoring facilities that conforms to the market rules,strengthen the supervision of third-party operation and maintenance enterprise,to improve government management mechanism of third-party operation and maintenance of the pollution source automatic monitoring facilities.
