Research On China’s Environmental Management System Under The Perspective Of Ecological Civilization Construction

The 19 th National Congress of the Party put forward that if we want to build a modern socialist country in which human beings live in harmony with the natural environment,we must speed up the construction of the ecological civilization system and build a beautiful China.The most important thing to speed up the construction of ecological civilization system is to promote the reform of our environmental management system.Only by reforming and perfecting the contents of the current environmental management system that are not adapted to the development of the times can we achieve the success of ecological environment construction and promote the development of ecological civilization in our country.The first part is mainly to write the construction of ecological civilization to our country government environmental management system guiding ideology and the requirement of change,that our country environmental management system reform must be guided by Marxist ecological civilization concept and the thought of socialism with the characteristics of new times of Xi Jinping.The second part mainly describes several outstanding problems of the current environmental management system in our country,namely the local environmental management institutions,the legal authority of new environmental law,the overlapping of environmental management competence,the lack of inter-regional coordination of environmental management,the lack of a perfect ecological compensation system,the lack of public participation in environmental management,and the reasons for its emergence.The third part mainly proposes the solution to these problems in China’s environmental management system,namely,strengthening the legal authority of the environmental management institutions,reconsidering the adoption of the Basic Law on Environmental Protection by the National People’s Congress,incorporating the environmentalmanagement functions of the environmental management departments into the Ministry of the Ecology and Environment,establishing a cross-regional coordinating body on environmental management,establishing a sound ecological compensation system and a public participation system on environmental management.And the idea of ecological holistic view will integrate these measures to promote China’s ecological civilization.
