The Industrial Policy Environmental Assessment Of Jinan

The implementation of industrial policy promotes the rapid development of economy,which leads to the remarkable improvement of people's living standard.But at the same time,economic development also has an impact on the environment.Industrial policy in different stages indirectly caused the complicated environmental problems.Therefore,the formulation and implementation of industrial policy decides the quality of environment.Industrial policy for Strategic environmental impact assessment(Strategic environmental assessment,SEA)can be effective control of environmental pollution in the strategic level.Evaluate the industrial policy in past can provide a reference basis for the establishment of industrial policy for the future.Jinan is the first pilot area of new kinetic energy driven development strategy in China,include advance with ideas,deepen the reform,innovation first,industrial upgrading in advance,the transportation convenient and green development ahead.These strategies lead to guide the conversion trend between new and old kinetic energy.This is the key node for development of Jinan.Jinan was a traditional industrial city,the proportion between heavy and light industry was unbalanced.Driven by the industry policy,economy obtained the fast development.However,at the same time,the environment problem is increasingly serious,pollution rebound problem is still obvious.On the basis of the five-year planning,Jinan industrial policy development can be divided into four stages:the first stage is the economic recovery period(1949-1952),the policies in agriculture contained the land reform and production cooperation.The policies in industry contained recovery of state-run industrial production;The second stage was the priority development of heavy industry(1953-1975),which promoted the development of heavy industry.The third stage is the period of comprehensive development(1976-1995),and industrial policy aimed at the whole development of economy.The fourth stage is sustainable development(1996-2015).The concept of industrial policy has changed dramatically,and the development process focuses on sustainable development and all-round human development.This article analyzed the environmental influence of past industry policy in Jinan,in the aspect of economic effect,the implementation of sustainable strategy can not only bring environmental benefits,also can bring greater economic benefits.Jinan has a large space for optimization and upgrading on the basis of the first and second industries,and the third industry has large rise space and potential.By improving the quality of products,stimulating consumption to drive the development of the tertiary industry is a major direction in the future,and it still needs to promote rural development and strengthen consumption guidance.In the aspect of social effect,Jinan population caused serious load on resources and environment,the urbanization level still has great potential.Rate and quality of urbanization need to be further improved.The employment structure has yet to reach the ideal state.In the aspect of environmental effect,the first stage of agricultural development led to soil erosion and other land problems.The second stage of industrial policy resulted in the increase of demand for resource,the aggravation of waste and the deterioration of environmental quality.The third stage of serious environmental problems is becoming more prominent.In the fourth stage,although many efforts have been made in environmental governance,the industrial structure has not been fully optimized in essence,and environmental pollution continues to exist.From the perspective of environment,this paper used the method of fuzzy comprehensive evaluation,and selected representative indexes including social economy,the resources use efficiency and the ecological environment three aspects to quantify evaluation of Jinan in 2015.Results:the social and economic system in Jinan is class ?,resources efficiency system is level ?,the ecological environment system is ? level,which is mainly affected by the atmospheric pollution,especially the industrial dust closely related to the energy-intensive industries.In general,the ecological rationality of industrial structure in Jinan is class ?.Ultimately,the paper summarized the problem of industrial policy based on environment in Jinan,meanwhile put forward corresponding countermeasures,analysis insufficient.
