Petrochemical industry enterprises play an important role in promoting economic development,but there are flammable,explosive and toxic substances in the production process.Especially there are large-scale equipment and dangerous reaction under high temperature and pressure in petrochemical plant.If all types of accidents of fire,explosion and leakage happen,it will causing great losses,heavy casualties and pollution,and having a harmfull influence on society.In order to ensure the Inherent Safety of petrochemical plant and the safety throughout all phases of the system life-cycle,it is necessary to identify hazards.And all plans and actions of main control programs should be taken.As a result,the country takes more intention to safety production and hazardous chemical safety supervision,the safety facilities must be designed in hazardous chemical projects.The residue oil deep processing project with an annual output one million tons is located at economic tech development zone in Panjin,and the construction unit of the project is Panjin north asphalt fuel co.,LTD.A lot of dangerous chemicals are used and products include liquefied petroleum gas,sulphur,etc.In production course there are a lots of risks,such as fire,explosion,poisoning etc.This paper taks the residue oil deep processing project with an annual output one million tons as research object,and studys on the design of safety facilities.Firstly,hazards are identified through a systematic analysis process.Then based on that,safety facilities are designed to prevent accidents,control accidents,reduce and eliminate accidents affect.Through the design of safety facilities,the Inherent Safety level of this project has been improved.
