Research On Construction And Application Mode Of The Inherent Safety Enterprise

In recent years,with the development of the basic theory of safety system in China,the introduction of safety laws and regulations,the improvement of the safety supervisory duties,the innovation of safety production technology,the safety production status of our country keeps stable and improving generally,but the production safety situation of China is still serious.Establishing inherent safety enterprise has received considerable attention in our country.Because of a lack of understanding of present situation of enterprise system and the correct theoretical guidance,the construction of the inherent safety has achieved little progress,and how to build intrinsically safe enterprises become an important problem in the current industry.Therefore,in order to establish the management of the intrinsically safe system industry and guide the project implementation,it is of great significance to explore the advanced safety management method and establish the mode of intrinsically safe enterprise construction.This paper explores the origin,connotation and application of the inherent safety theory.Based on the accident cause factor theory and the theory of safety system,a man-machine-environment-management system is taken as the research object.Through analyzing the nature of man-machine-environment-management conditions and influence factors,the author establishes safety culture systems,safety responsibility systems,safety education systems,risk control systems,potential risk identification systems,safety regulatory systems,safety three-basement systems,safety science and technology systems,safety performance systems,emergency support systems and so on,which is consistent with the "the code of conduct,healthy equipment,harmony environmental,scientific management".Based on the guiding ideology,basic principles,work target of inherent safety strategy and the basic principle of safety measures and strategy theories,the construction mode of the intrinsically safe enterprises is built using Hoare system engineering model.Combining the cycle theory of PDCA,we optimized the framework of the mode and designed the dynamic operation mode to realize the continuous improvement of theinherent safety mode.According to the internationally common progressive safety management model,the application of safety target system of the intrinsically safe enterprise is designed by expert consultation and discussion.The microscopic quantitative tactical index of the system is filtrated using questionnaire.Finally,the practice of this model is validated through the example of State Grid Xinyuan Company.
