Previous studies on environmental governance in developing countries often link natural environment with labor transfer.The studies discussed the environmental and economic impact of rural-urban labor transfer in different situations under the Harris-Todaro model(1970).Moreover,the dual economy in developing countries does not only lead to urban-rural disparities in levels of economic development,but also cause considerable urban-rural disparities on the level of human capital.Therefore,we require not only a unified economy but also accompanied with a unification of human capital to achieve urban-rural integration.With economic development and industrial upgrading of the newly emerged economies in recent years,environmental issues and the incompatibility between the human capital level of labor force and the technology level of industries have also emerged.As a result,the relationship between human capital accumulation and the natural environment has drawn growing concerns.Some studies analyzed the relationship between human capital and environment from different aspects,however,we could not find literatures studied the relationship between human capital disparity and environmental protection and then researches about the relationship between interdepartmental human capital disparity and environmental protection currently.Our study tries to clarify the relationship between human capital disparity and environment and mainly considers the environmental impact of narrowing the human capital disparity between different kinds of enterprises.This paper uses the theory of modeling and empirical measurement method to discuss the above problems.In the theoretical modeling part,this article expands the two-sector model of Harris-Todaro,and makes an economic analysis with consideration of factors of human capital disparity and environment.We find that the impact of human capital disparity on the environment has relationship with the nature of enterprise and whether the capital flows between sectors.Narrowing the human capital disparity between sector 1(knowledge-intensive sectors)and sector 2(labor-intensive sectors)could improve the environment while narrowing the human capital disparity between sector 2(labor-intensive sectors)and sector 3(rural sectors)have an impact of exacerbating the environment in the short term analysis.However,under the condition of capital-flowing between urban sectors,narrowing the human capital disparity between sector 1(knowledge-intensive sectors)and sector 2(labor-intensive sectors)could exacerbate the environment,while narrowing the human capital disparity between sector 2(labor-intensive sectors)and sector 3(rural sectors)would have an impact of improving the environment.Author also uses the sample data of Chinese "Statistical Yearbook" to further examine the theoretical analysis results.Empirical results show that capital in city departments is not sector specific but mutual flowing in the realistic economic activities.So the empirical results are consistent with the analysis results of capital flow model.Finally,in accordance with the results of analysis,author summaries the main conclusions of this thesis and tries to make some corresponding policy recommendations according to the conclusion of the research as well as the actual situation.
