Poverty has always been a problem in the development of human society,and any country is faced with different types and degrees of poverty at different stages of development.For a long time,scholars at home and abroad have paid great attention to poverty,including the background,characteristics and anti-poverty strategies of poverty.With the unremitting efforts of our government,by 2020,the problem of absolute poverty in china will be basically solved,but relative poverty still exists to a certain extent.Compared with the absolute poverty in China's vast rural areas,the connotation and characteristics of relative poverty are more hidden and complex,and in the town,rural and urban and rural areas have different characteristics.This paper provides descriptive statistical analysis and empirical statistical analysis based on data from the 2014—2017 China Statistical Yearbook and the 2016 China Family Research 2016,CFPS2016.First of all,the calculation of the uneven lyer index can be concluded that,although the degree of inequality within China's rural areas is higher than the inner towns,but the differences between urban and rural areas to the overall difference spacing of China's largest contribution,that is,China's relative poverty problemist mainly concentrated in the town and between urban and rural areas.Then calculate the equivalent income of China's urban and rural population,to determine the relative poverty line with 50% of the per capita disposable income of the whole society,and then determine the proportion of the relative poverty of urban and rural areas,compare the characteristics of the relative poverty of urban and rural population,and draw the differences between the relative poverty of urban and rural population in income type,consumption expenditure and structure,housing maintenance cost,the highest level of family education,geographical and so on.In the process of analyzing the causes of the relatively poor people in urban and rural areas,a comparative analysis of urban-rural comparison is carried out on geographical location,family demographic characteristics,living conditions and medical security,and the same points and differences that lead to the relative poverty of urban and rural population are found.Finally,combined with the characteristics and causes of the relatively poor people in urban and rural areas of our country,from the identification ofthe relative poverty of urban and rural population,prevention of relative poverty and anti-poverty parallel,in particular,for the relatively poor to help the relevant government departments and society in income distribution and redistribution,urban and rural integration,housing security,health care,education and other aspects of policy and recommendations.
