A Study On The Weight Of CPI Residing Class Of Urban Residents In Hangzhou

The consumer price index is the basic data for measuring the inflation level of a country,and it is an important basis for macroeconomic analysis and policy formulation.Since the reform and opening up,the CPI of China has shown a continuous upward trend,which has a great impact on the daily lives of residents.Now,CPI has also become the focus of daily attention of residents.At the same time,all sectors of the society continue to question the accuracy of China's CPI,they believe that the CPI reflect the changes in the prices of consumer goods is not true,and it is different from the true value of residents' CPI.The accuracy of CPI is affected through many factors,residents are most contentious about the accuracy of the CPI of residence weights.They believe that there are some corrections in the current measurement methods of CPI residential weights in China,and the CPI of residence weights are questionable.Therefore,this article uses the rent equivalent method,the user cost method and other methods to explore the real weight of CPI residential class in Hangzhou urban residents,and provide a reference for the improvement of CPI compilation.The main research contents of this paper are as follows:(1)Sorting out the CPI literature,basing on the CPI compilation theory,the current domestic and the foreign CPI residential category processing methods to choose the weighting method of the residential category.(2)Sampling surveys were conducted to collect sample data of residential consumption of urban residents' own housing and the rental market in Hangzhou,then integrating the relevant data according the terms of scope,statistical caliber and accounting methods.(3)Use the cost allocation method,the user cost method,the consumption cost method and the rent equivalent method to measure the CPI residential class weights of urban residents in Hangzhou,then conducting an empirical analysis with specific historical background.(4)Combining the CPI with the new weights obtained under different measurement methods to compile a new CPI,then comparing it with the official CPI to analyze the deviation.(5)Comparing the various CPI with the real CPI of residents,and analyzing the accuracy of CPI obtained by the different weight measurement methods of CPI.The empirical results show that:(1)The weight of the CPI residential category of urban residents in Hangzhou is measured under the rent-equivalent method is slightly higher than the existing CPI residential category weight.In 2016,the weight of urban residents in Hangzhou living under the rent-equivalent method is 44.03%,and the official value is around 20%.(2)Comparing with the official CPI,the new CPI measured under the rent-equivalent method has some differences.In 2016,the CPI is calculated by the rent equivalent method is 106.8,the official published value is 102.6,the absolute deviation is 0.04,and the relative deviation is 162%.(3)The CPI is compiled under the rent-equivalent method is closer to the true value of residents' CPI.In 2016,the CPI is calculated under the rent-equivalent method is 106.8,and the true value of residents is 106.43.The possible innovations of this article are:(1)Using the rent equivalent method to explore the residential class weights of CPI in Hangzhou from 2005 to 2017,and having a quantitative analysis;(2)Using the new residential class weights to compile corresponding CPI.There are comparative analysis of CPI and the real CPI value of residents,and the deviation between them is analyzed.After comprehensive consideration,it is concluded that the weight calculated by the rent-equivalent method is closer to the real CPI value of residents than the CPI.
