According to the national "Made in China 2025" strategic requirements,we must focus on building a modern industrial system and accelerate the optimization and construction of the intelligent manufacturing industry system.However,with the decline of the demographic dividend,provinces with a larger proportion of population at this stage are facing the opportunities and challenges of manufacturing transformation.And in areas where the manufacturing technology level is relatively backward,strive to shorten the gap with the technologically developed regions,and promote technological progress through technology introduction and absorption of innovation;For regions with relatively mature manufacturing technology,the problem of inefficient manufacturing technology transfer caused by extensive input-output models is also becoming increasingly apparent.Therefore,how to improve the efficiency of manufacturing technology transfer in various regions,improve the development environment of high-tech manufacturing,and promote good sustainable development in various regions through driving effect has become urgent issues of research in manufacturing technology transfer.This thesis is based on fourteen relevant data from the statistical yearbook between 2011 and 2017 in the top eight provinces with population proportions in 2019.Establish a technology transfer efficiency evaluation system from the micro perspective of input and output,and use Jupyter Notebook editor for gray correlation analysis.The gray system with more input-output indicators is characterized as a technology transfer efficiency system with three input indicators and two output indicators.Then use the DEA-CCR model in the data envelopment analysis method to measure the technology transfer efficiency value of the manufacturing industry in each province.The results show that: in the 7-year historical data of research and evaluation,due to the impact of the global financial crisis in 2012,the value of manufacturing technology transfer efficiency in the six major provinces decreased to a certain extent in 2013.Except for Henan Province and Anhui Province,the efficiency of manufacturing technology transfer from 2013 to 2017 is non-DEA effective.Then,the scale effect model of input and output is used to analyze in depth the reasons for the non-DEA effectiveness of the technology transfer efficiency of the manufacturing industries in each province.According to the input-oriented structure,the most important reason for the non-DEA to be effective is that there is a serious excess of input factors,especially the excess number of R&D personnel in each province.Finally,this article analyzes based on the calculation results and gives relevant suggestions on the manufacturing technology transfer in the provinces in the future,hoping to promote more efficient transfer and optimal allocation of manufacturing technology.
