In order to reach a scientific consensus,it often requires multiple rounds of negotiation between interest groups at different levels,which consumes a lot of time,labor and funds.Different from the previous construction of cost consensus model,this paper introduces level decision-making and multivariate planning into the construction of minimum cost consensus model.In addition,this paper builds a multivariate minimum cost consensus model based on single/double-level decision.In the construction of the minimum cost consensus model based on single-level decision,this paper builds a multivariate minimum cost consensus model based on single-level decision in three scenarios.First,based on the original minimum cost consensus model,multivariate programming is introduced to build a multivariate minimum cost consensus model.Secondly,considering the DM's opinion value due to the incompleteness of the decision information and the complexity of the decision problem,it is impossible to give an accurate judgment value,and it usually takes the form of an interval.Therefore,the opinion value of the decision maker is extended from the determined value to the interval value,and a multivariable minimum cost consensus model based on the interval number is constructed.Finally,since DMs are often irrational individuals,their psychological expectations are affected by herd mentality,external government pressure,and internal organizational interference.In the process,they often change their opinions according to the decision situation and present a random state.Therefore,this paper introduces stochastic opportunity constrained programming and builds a multivariable minimum cost consensus model based on stochastic opportunity constrained programming.Therefore,it is more in line with the background of realistic decision-making,and makes the research in this paper more practical.In the construction of the minimum cost consensus model based on two-level decisionmaking,first,the consensus of the inner level of the group is considered.This paper builds a multivariable minimum cost consensus model of the inner level of the group that considers the DMs at the lower levels.Second,consider the achievement of consensus among groups.This paper uses the asymmetric Nash bargaining theory to construct an inter-group consensus model that considers higher-level DMs from the perspective of group negotiation and system coordination.At the same time,this paper solves the level consensus that can satisfy both the intra-group and inter-group levels.In addition,based on the construction of the theoretical model,this paper selects two typical group decision situations for application analysis of the model,so as to provide some guidance and reference value for the actual group consensus decision.
