Research On Influencing Factors And Measurement Of The Development Zone Resilience

After 30 years of development,China's Development zone multiple stages of development,more significant achievements,but the uncertainty of external environment change and vulnerability of the development of the system complexity contributed to the development zone,therefore,the definition and quantitative measure of resilience research can explore a scientific and quantitative measure of the resilience,for objective intuitively reflect the resilience of the different zones,promote development zone's ability to cope with change and the sustainable development ability is particularly importantBased on the theory of complex adaptive system(CAS),adaptive cycle theory,development life cycle theory,innovation theory,theory of evolutionary economic geography theory,this paper explores the concept and characteristics,system structure,influencing factors and formation mechanism of development zone resilience from a comprehensive perspective,and based on the process of development zone resilience constructs the measuring index system of it,taking 15 national development zones in hunan province as examples.In order to enrich the development zone and resilience research,and to promote the development zone reform and innovation and high-quality development to provide theoretical support.Research conclusions are as follows:(1)The essence of development zone resilience is that development zones face the uncertainty of acute impact and chronic stress in the process of development,with active self-adjustment and transformation to reduce vulnerability and uncertainty of development,in order to realize the recovery of its structure and function of innovation and sustainable development,that is,a development zone's ability to maintain long-term stable development and the ability to make a positive response for suffering from acute impact.It has the characteristics of dynamic evolution,non-equilibrium,compound and pluralistic network relevance(2)The resilience system of the development zone is a complex adaptive system which is formed by the cooperation and complementary relations among the four subsystems of the development zone based on the internal ecological facilities,economy and society.When the development zone is subjected to external shocks and disturbances,the multiple subjects in each subsystem form an adaptive whole through the social network to ensure the development zone to achieve dynamic self-adaptation in external shocks and adversity,so as to maintain the dynamic stability of the development zone structure and function(3)The dimension and change of the development zone resilience are the external manifestation of the interaction between subject and subject,between subject and environment.It is the result of the multi-dimensional factors such as the economic,social and cultural system.The resource endowment,supporting facilities,industrial development,system culture,hierarchical planning,regional policy and other six factors of development zone system are interacted,making the development path and stage of the development zone are constantly differentiated and evolved under the external impact.The resource endowment,supporting facilities,industrial development and system culture are the endogenous factor and the basic factor that affect the development zone resilience,constituting the basic core of the development and evolution of the development zone.The hierarchical planning and regional policy are the exogenous factors and auxiliary factors to enhance the development zone resilience,which play a role in enhancing or weakening the influence degree of the basic factors(4)Based on the definition and action process of the development zone resilience,a measurement index system of the development zone resilience is constructed from four aspects of 'defensive force,restoring force,re-organization force,renewal force' with multi-index integrated evaluation method.It mainly includes 30 indicators,such as the total income from technology-industry-trade,GDP growth rate,index of land conservation and intensive use,emission reduction rate of major pollutants,degree of leading industry agglomeration,degree of foreign trade dependence,the internal expenditure on R&D of industrial enterprises of development zone,and so on(5)Taking Fifteen national development zones in hunan province to measure the development zone resilience.It is found that the level of the development zone resilience is stratified.The industrial parks with a high level of resilience are mainly distributed in the changsha-zhuzhou-xiangtan city cluster area,while the development zones with a medium level of resilience are distributed in the four major sectors of the province,which are basically balanced.The development zones with a low level of resilience are mainly distributed in the north and west of hunan province The development zone resilience of hunan province can be improved from the aspects of resilience planning,classified guidance,the maintenance of economic stability and innovation drive.
