After China's Reform and Opening-up to the Outside World,China's economy has achieved a miraculous take-off.During the period of rapid economic growth in China,the "extensive" development model made the emergence of economic miracles mainly based on the excessive consumption of resources,which often comes at the expense of the environment.However,the actual national conditions of shortage of resources and severe environmental problems do not allow us to continue the path of "extensive" growth.Therefore,since the Eighteenth National Congress of the People's Republic of China,China is stepping up its investment in R&D to enable China's economy to achieve an independent innovation path from the old model of extensive growth to high-quality growth.With the transformation of China's economic growth model from extensive to intensive,science and technology play an increasingly important role in economic development,and the high-quality development of China's economy also needs to rely on technological progress based on independent innovation.Therefore,under this circumstance,China's experimental and research and development?R&D?funding is continuously increasing,resulting in a significant increase in economic development and technological progress.While constantly emphasizing the high-quality development of the economy,China should also pay attention to the actual role of scientific and technological progress in China's economic development.This can not only improve China's scientific and technological progress,but also have great significance for China's construction of an innovative country.Therefore,based on the endogenous economic growth theory,this paper builds a theoretical analysis model of the contribution rate of China's scientific and technological progress,and incorporates environmental factors into the model to examine the specific impact of environmental pollution on the contribution rate of scientific and technological progress.This has important reference value for the formulation of China's scientific and technological progress and environmental development related policies.Based on the theoretical model,this paper uses the stock of R&D capital as an indicator to measure the contribution rate of science and technology advancement.First,a theoretical analysis model of the contribution rate of scientific and technological advancement that does not include environmental governance factors is constructed,and an empirical analysis is conducted using data from 2000 to 2017 in 30 provinces of China.The measurement of empirical analysis in this paper is based on the analysis of the directional distance function from the perspective of factor marginal productivity.The measurement analysis process is completed under the assumption of a completely competitive market.The R&D capital input of each province is used as a weight to calculate the three major regions?East,Central,and Western Regional?R&D capital efficiency,and then calculate the provincial R&D capital contribution rate.Second,considering the characteristics and facts of China's economic development in recent years and the continuous improvement of environmental governance,and incorporating environmental governance factors into the analysis framework,the contribution rate of scientific and technological progress when environmental factors are considered is measured.Finally,a comparative analysis of the two scientific and technological progress contribution rates.Research indicates: First,China's economic growth has been driven by physical capital input since 2000,after considering environmental governance factors,its contribution to economic growth is 29.28%.Second,the average contribution rate of scientific and technological progress to economic growth without considering environmental governance factors is 20.8%,and the average contribution rate of scientific and technological progress to economic growth after considering environmental factors is 27.61%.Third,in the eastern,central and western regions,when environmental factors are not taken into consideration,the eastern region grows faster,and the central and western regions have less fluctuations in the contribution rate of R&D capital.After considering environmental factors,the fluctuation of the R&D capital contribution rate in the eastern region is relatively small,and the growth trend is relatively stable,while the central and western regions have experienced a rapid increase after 2009.Fourth,the contribution rate of scientific and technological progress is higher in the more developed eastern regions,which shows that the inter-provincial R&D capital contribution rate is closely related to the regional economic development level.Finally,when comparing the relationship between the two scientific and technological progress contribution rates,the study found that the relationship between CR&D and CCR&D in the eastern region performed best,while the relationship between CR&D and CCR&D in the central and western regions gradually improved during the sample period,which shows that after considering environmental factors,the contribution rate of scientific and technological advancement in the eastern region is the best,but its level in the central and western regions has gradually increased in recent years.
