Research And Development Of Urban Land Use Tax Source Management Information System

Town land use tax is the tax system in our country,the only taxes imposed on the land use right,establishing urban land use tax,tax management information system is of great significance for the next step in our country's tax collection and administration work,implements the town land royalities management mode by China's traditional "with door tube tax" to "the ball to tax",set up the tax sources management of long-term mechanism.This topic research on the state administration of taxation jointly by the ministry of land and resources and on deepening "section to control tax and tax" of major projects,will be the years the town land royalities related data analysis and tax sources,and carries on the land cadastral data uniformity,integration,research the correlation matching method,based on FME and Flex WebGIS architecture,according to preliminary data analysis of spatial database and attribute database of land tax sources,and town land use tax,tax management information system development,Land tax source data data management,tax source screening,information association,map application,system management and other functions.The results obtained in this study are as follows:(1)The automatic storage model of multi-source heterogeneous data is built.This paper focuses on FME technology,analyzes and sorts out urban cadastral data of land department and land tax source data of tax department,and designs FME schemes for automatic storage of various data types.(2)The land tax source data attribute matching algorithm is introduced.Based on the edit distance and the longest common subsequence algorithm,the formula of string matching similarity is obtained and applied to the correlation matching between proprietor and taxpayer,land parcel and tax source.(3)The database of tax sources of urban land use tax was established.Oracle andArcSDE are used to manage the spatial data and attribute data.(4)Research and development of urban land use tax source management system.According to user requirements such as automatic data warehousing,land tax source management,tax source correlation matching,multi-dimensional map display and system security control,a WebGIS system based on FME and Flex was developed to realize tax source management of urban land use tax.This study provides data management support for China's land-tax control strategy,but there are still some deficiencies,such as the improvement of the attribute matching algorithm and the expansion of tax source management functions,which are expected to be corrected and improved in future studies.
