With the advancement and development of science and technology,the reality evaluation system that people face becomes more and more complicated.Experts in the evaluation of complex problems may be hesitant in the evaluation process because of their incomplete experience or conflicting indicators.Hesitant fuzzy element is an effective tool for describing such hesitant situations.We do research and exploration on the question of hesitant evaluation,mainly includes the following two aspects:(1)We constructe a weighted TOPSIS evaluation model based on hesitant fuzzy score function and improve variance function.Due to the experts give a scheme to meet a certain index of the fuzzy elements of hesitation the larger the better,we improve the hesitant fuzzy variance function,and give a hesitation fuzzy elements ordering method based on the score function and the variance function.The score function and the improve variance function are linearly combine to establish a weight optimization model based on the linear combination function,and the weight vector of the index is obtaine.On this basis,combine the TOPSIS method to construct the evaluation model.The Matlab program is written to evaluate the four strategic planning development schemes,which provides a new solution method for the evaluation of hesitant fuzzy data.(2)We constructe a location evaluation model based on hesitant fuzzy grey relation analysis.According to the hesitation degree function,the weight of the hierarchical index system is determined,and the hesitation degree weighting method is used to improve the grey relational analysis method,which is used to evaluate the location problem of mixed data with exact numbers and hesitant fuzzy elements.In the background of the general aviation airport location problem,the aviation airport location evaluation index system is designed,the data appearing in the mixture of the exact number and the hesitant fuzzy number are preprocessed separately,and uesd the grey relation analysis to obtain the sorting scheme.The Matlab program is written to solve the optimal solution,which provides a reasonable algorithm for solving the practical evaluation problem of such complex mixed data.This paper combines the hesitation fuzzy set correlation theory with the evaluation method,enriches the content and application scope of the evaluation method,and providesa theoretical basis for the evaluation of complex problems.
