Natural resources balance sheet is an important institutional innovation of the country,in this context,exploring the compilation of the cultivated land resources balance sheet,systematically grasping the status and dynamic changes of the quantity and quality of cultivated land resources has a more important significance and role for the protection,management and development of cultivated land.At present,with the rapid development of geographic information technology,especially the development of domestic remote sensing satellites and the improvement of remote sensing products,RS can take advantage of real-time and current strength,while GIS has powerful spatial analysis capabilities,the combination of the two makes it possible to obtain fast and efficient information on the quantity and quality of cultivated land in the study area,and to realize the long-term dynamic monitoring of cultivated land quality,which becomes an important means for compiling the cultivated land resources balance sheet.This paper uses the Tu Autonomous County as a research area to calculate the cultivated land resource accounts of the three time nodes in 2010,2013 and 2017,and fill in the stocks and changes of cultivated land resources and the quality grades and changes of cultivated land in 2010-2013 and 2013-2017,respectively.Among them,GIS-based analysis tools calculate the amount of cultivated land,and use the two models of cultivated land use dynamics and relative change rate of cultivated land to analyze the spatial and temporal dynamics of cultivated land quantity;acquiring and processing data from RS and GIS,based on the Pressure-State-Response(P-S-R)framework,constructing a quality index system for cultivated land from three aspects: production pressure index,cultivated land condition index and social behavior index,using the analytic hierarchy process to determine the weight of indicators,and to evaluate the quality of cultivated land,then further analyze the spatio-temporal evolution of cultivated land quality in Huzhu County.The results show that:(1)In 2010-2017,the total amount of cultivated land in Huzhu County showed a downward trend,and the stocks showed a decreasing trend.Compared with 2010-2013,the number of cultivated land in Huzhu County at this stage of 2013-2017 has changed drastically,and the rate of reduction of cultivated land is relatively high.Urban and rural areas,industrial and mining,residential land,forest land and grassland are the main types of utilization of cultivated land resources.The newly added cultivated land mainly comes from forest land and grassland.From the perspective of the township administrative region,the Gaozhai Town located in the southern Qinshui River Valley Basin is a township with a large reduction rate and a large change in the number of cultivated land in two time periods.(2)In 2010-2017,the quality of cultivated land in Huzhu County showed an overall upward trend.The average grades of cultivated land quality were 3.54,2.92,2.69,and the quality of cultivated land continued to increase.In 2010,the main grade of cultivated land quality in Huzhu County was the fourth-class land,followed by the third-class land,and gradually decreased to the fifth-class,second-class,and first-class places,the quality of cultivated land was generally at the lower-middle level.In 2017,the quality grade of cultivated land was mainly in the third and second places,and gradually decreased to the fourth and second places.The proportion of the fifth grade was the lowest,and the quality of cultivated land was generally at a medium level.Compared with 2010 and 2013,the proportion of second-class land with better cultivated land quality in 2017 has increased,and the quality of cultivated land has improved.(3)Compared with the average quality level of each township in Huzhu County in 2010,2013 and 2017,the quality of cultivated land tends to rise,the change in the average quality level in 2013-2017 is relatively flat compared to 2010-2013.It shows that the quality level of cultivated land in each township has become more and more gradual,and the change range is getting smaller and smaller.The quality of Gaozhai Town in these three time nodes tends to decline.Wufeng Town and Taizi Township in the western region are quality improvement areas.(4)The areas with reduced quality of cultivated land in the two periods of 2010-2013 and 2013-2017 are mainly in the central regions such as Tangchuan Town,Taizi Township and Dongshan Township.The quality of cultivated land in Tangchuan Town and Weiyuan Town is relatively high,but there is a risk of a decline in quality grade.The areas with elevated quality of cultivated land are mainly distributed in areas far away from the main urban area such as Danma Town and Linchuan Township.The quality of cultivated land in these townships has certain room for improvement.
