Basic Characteristics And Philosophical Reflection Of Data Technology Governance Decision-making

Starting from the perspective of technocracy,the paper explores the core ideas and characteristics of technocracy.At the same time,it takes the development of information technology as a clue,further explores the characteristics of Dataism with data as its source,intends to discover the data origin ideas contained in the Dataism,and combines with the concept of tool technology governance,to eliminate the predicament of simple technocracy and instrumentalism,so as to lead to Data-technocracy governance.concepts,explore its basic characteristics,and the transformation of its decision-making mode.The rise of data technology governance decision-making mainly includes two factors.On the one hand,it inherits the idea of technocracy governance.Data Technology Governance decision-making inherits the idea that technology governance attempts to take instrumental reason as the core of governance.On the other hand,it is based on Dataism.Data Technology Governance decision-making contains the idea that data is the source of the world.Relying on the development of big data,the idea of technocracy with instrumental rationality as the core can be identical with the objectivity of the world in the Dataism.With this opportunity,the idea of Data-technocracy came into being.As a purposeful decision-making idea,data technology governance decision-making is different from idea of data technology decision-making.Data Technology Governance decision-making does not involve the central value of the main body.It regards instrumental rationality and logical rationality as the core of decision-making and has its unique characteristics.This uniqueness is reflected in environmental governance,social governance and industrial construction.Data technology decision-making has a series of advantages,such as absolute objectivity,completeness,accuracy and instantaneity,depending on big data.However,due to the current imperfection of big data devices,there are some deficiencies in the application field and data coverage,and there is more room for discussion in terms of ethics.On this basis,the paper philosophically rethinks the decision-making of data technology governance,and analyses its limitations.It starts from five aspects: de-centralization,causality and correlation,rationality and irrationality,and the transformation of their space-time outlook.It holds that decision-making of data technology not only has the characteristics of data and calculation depending on rationality,but also has the concept of Technology Governance depending on tools.In addition,there is a cloud-centralized post-modern philosophical thought.The decision-making of data technology governance in the post-information technology era is essentially a new form of decision-making based on philosophy of science and technology and post-modern philosophy.At the same time,post-information technology provides new research content for philosophy.Therefore,exploring data technology governance and its philosophical problems,and philosophically reflecting on its advantages and disadvantages,will play a positive role and significance in future scientific research and decision-making.
