In the real life,it is impossible for decision-makers to master all the information resources completely because of the fuzziness of decision problem and the limitation of human cognition,and their actual decision-making behavior is not completely rational.The existing multi-attribute decision making only considers the decision information at a single point of time or completely rational,and it is often difficult to meet the needs of practical problems.With the thing change constantly the decision-making process should be more scientific,comprehensive and dynamic.Therefore,we construct a new dynamic multiple attribute decision model based on cumulative prospect theory.The improvement of the service ability of the business incubator,not only can help promote the incubation ability of incubators,but also can promote the development of innovation and entrepreneurship.In view of this,we apply the new dynamic multi attribute decision making model to evaluate the capability of the science and technology enterprise incubator.First of all,we often meet the mixed attribute values and different foreground events in different times when we deal with the multiple attribute decision making problems.So we construct a new dynamic multiple attribute decision making model based on cumulative prospect theory.Secondly,decision makers mainly make decisions based on experience,information and habits,and show an adaptive learning behavior.As time goes on and learning behavior happens,new data will be able to provide more information for decision makers,and assist decision makers in making decisions.Taking into account the influence of reference point on decision results,this paper introduces learning behavior into four dimensional reference points on the basis of the existing three dimensional reference points.We construct a new dynamic multiple attribute decision making model based on the cumulative prospect theory of four-dimensional reference point,which shows that the four dimensional reference points can help the decision maker to optimize the decision result.Finally,most scholars evaluate the incubator from the aspects of incubating ability,hatching performance and sustainable development abilities,few scholars evaluate the service capabilities of the whole regional technology business incubator from the perspective of service capability and dynamics.Because The Yangtze River Delta is the best region with the most innovative and the best incubator in china,we evaluate the capacity of science and technology enterprise incubators in the Yangtze River Delta region based on the dynamic multi attribute decision making model of the four dimensional reference point cumulative prospect theory,and analyze the cause of the results and put forward some suggestions.Not only helps to promote the development of science and technology enterprise incubators in the Yangtze River Delta,but also provides reference for the development of other regional science and technology business incubators.In summary,we study the dynamic multi attribute decision making model based on cumulative prospect theory and its application,not only enrich the theoretical basis of dynamic multi-attribute decision making method,but also provides a new method for evaluation of science and technology business incubator.
