In order to adapt to current natural geographical distribution of water resource in China,this article will Hu Huanyong Line [Hu Huanyong Line(Hu,Line,or Heihe-Tengchong Line,or Aihui Tengchong Line),the Chinese geologists Hu Huanyong(1901-1998)in 1935 division of China's population density correlation Line [1],originally called "Aihui,a county in heilongjiang province-Tengchong one Line",because of the name change,after has been renamed "love fai-Tengchong one Line","Heihe-Tengchong Line".] As regional differentiation standard differentiate,on the basis of the theory of comparative advantage,comprehensive utilization of improved input-output model and the input-output table of 2010 and 42 subdivision industry data,build the industrial structure optimization model,simulation analysis of water-saving efficiency brought by the adjustment of industrial structure,and puts forward relevant policy Suggestions.In this paper,the research results show that(1)2010 Hu Huanyong line east and Hu Huanyong line industry area west of the virtual water consumption amounted to839.399 billion tons respectively [this article,and the unit of weight used to harmonized,according to 1 of 1 cubic meter is equal to the size and weight of unit conversion formula,the virtual water unit conversion tons,so below.] With the difference of economic development level,different industries have a large gap in the consumption of virtual water.Industry structure with water(2)according to the 2010,Hu Huanyong east regional industries in 2010 compared to the amount of virtual water in 2020 the most strict water resources management of water amount allowed by the red line of virtual water,only 149.601 billion tons of gap;The west of hu huanyong line has exceeded the regulatory red line of 70647 million tons.If the water structure is not changed,both of them can hardly achieve the goal of total water consumption control.(3)in the area under the condition of unchanged production scale,through the adjustment of industrial structure,Hu Huanyong line east regional virtual water usage can reduce 94.524 billion tons,while Hu Huanyong line west of area reduction of 22.917 billion tons,together a total of 117.434 billion tons,to save water is equivalent to hunan province in 2010 the province's total water resources.Visible,adjust the industrial structure can effectively help the provinces and cities tocomplete the water amount control target,also be to improve China's uneven distribution of water resources,alleviate the water resources shortage,the construction of water-saving economy is one of the important way.
