Countermeasure Study On The Environmental Audit Of Resource Of Y City In Dongting Lake Area Based On Ecological Environment

In recent years,extreme weather has become more frequent in the world.From the perspective of our country,the number of haze days has increased over the years,EI Nino phenomenon is intensifying,the typhoon in the southeast is becoming more powerful,the central region broke records several times in the summer,northwest sandstorm is increasingly rampant,the water quality was getting worse,many rivers have broken down,lake area has reduced more and more,the species of wild animals gradually decreased and so on,is threatening the survival of our environment With the ecological civilization in the five integrated strategic layout,our country has paid great attention to ecological restoration over the years,but it’s still going to be tough.In such a tough situation,Countries around the world have begun to try to curb environmental problems with environmental audits,and the government as the core of power,The use of public power to carry out government audit has become an important means in environmental audit,environmental problems effectively improve can also enhance the government’s credibility.This paper expounds the background of ecological environment and the change of ecological environment,and promotes the development of government resource and environment audit on the agenda and resource environment audit.Take Y city in Dongting Lake area as an example,The problems of resource environmental audit in the ecological economic zone of the city are revealed,which mainly include the imperfect evaluation indexes of relevant resources and environmental audit policies and regulations,the lack of ecological awareness of the personnel in the audit of resources and environment,the lack of integration of relevant theories into practice,the unclear content of resources and environment audit,lack of collaborative innovation in resources and environmental audit,and the failure of the audit of resources and environment to be included in the responsibility audit of leading cadres.Using economic externalities,principal-agent theory and Pareto optimality theory,the author analyses the causes of the bottleneck of environmental audit in dongting lake area.The main reasons are that the environmental audit of dongting lake regional resource environment does not take into account the factors of economic externalities,the relationship between auditors and the entrusted agent of the auditor is not clear,and the Pareto optimal rules are not followed.Reason in view of the existing problems and puts forward to establish and perfect the resources environment audit laws and regulations,strengthening the ecological consciousness and consistently throughout the practice process of resources and environment audit,broadening the resources environment audit content and coverage,cultivate professional resources environment audit team,found that the economic externality factors and resources environment audit index system,strengthening the resources environment audit principal-agent in order to realize the pareto optimality,improve resources environment audit coordination ability in the ecological construction,improve the ecological economic zone construction special fund oversight and accountability system and related countermeasures.Resource environmental audit is an important part of improving ecological environment,relations with our country economy coordinated,sustainable and healthy development,is related to the people living in the dongting lake area under the blue sky,breathing the fresh air,drink pure water,see the clear stream of people’s livelihood.We will conduct intensive resource environmental audit to better optimize the ecological environment in dongting lake area.
