The requirement of Land Resources Information Construction is the new measure to strengthen the management of Land Resource.The massive and real-time updating land resources provide a rich data base for "one map" of land resources.With the continuous development of GIS technology,the rise of 3D GIS technology has become the trend of the development of GIS technology.However,3D GIS platforms have difference positions and lack of the application of two-dimensional GIS spatial analysis.In accordance with technological developments and users requirements,two dimensional integration is applied to land resources management,can provide effective decision support for it.At the same time,the traditional desktop GIS system coupling is strong and independent's not conducive to the land and resources information data sharing and interoperability.Currently under the development of information technology and the requirements of spatial data sharing,GIS developed by process oriented to object oriented and component oriented,now,service oriented has become a an important development direction of GIS.Thus according to GIS development trends and the different application needs of users,different combinations of services are needed to build two three-dimensional integrated WebGIS applications quickly,master land information dynamicly,to achieve "manage mine,land,disaster prevention by map".First,this paper analyses the current development situation of land WebGIS at at home and abroad.Then,compares the performance of related softwares,according to the actual situation,choose ArcGIS Engine 2D platform and 3D SkyLine platform,using integrated graphic data storage mode of ArcSDE and Oracle,the Flex rich client technology and research and analysis the key technology in detail.Then,makes a brief introduction to the overall architecture of the WebGIS system,introduces the display design layer,middle service layer and system database.This paper describes the system development environment and the function realization,shows the source code of part function.This paper on the basis of the above research,establish a multilayer architecture information application mode of service oriented,analyses the realization of the integration of Two and three dimension from four aspects:data service integration,display integration,integration of editing and updating,spatial analysion integration.Proposing the method of the realization of ordinary two-dimensional analysis function processed by the server in three-dimensional scene to constructe integration system of different GIS platform convenient and has a good reference.This paper get a depth research and analysis base on the requirement and development of Gui zhou "one map" of land resources,show the design and function realization of the entire system initially,and the various system functions realization are analyzed in detail,achieves a wide range of land resources functional applications,including mineral rights business approval and land business approval,geological disaster emergency command decision-making,and office automation system,and so on.illustrating the feasibility of the integration of Two and three dimension,provide support for the scientific management and decision of the Ministry of land and resources.
