Relationship Between Civil Airport And Regional Economic Development In Jiangsu Province

This article reviews the relationship between the construction and operation of civil airports and regional economic growth from both international and domestic perspectives.Taking the cases from Jiangsu Province as an example,it analyzes the history,current operational status,as well as large-scale urban infrastructure projects.The Airport Economic Zone is a new kind of regional economic phenomenon that accompanies the development of China's air transport industry.There are many successful precedents in the world,however,the theoretical research lags behind the development of practices.Starting with concepts and the background of the airport economy development,this paper first uses relevant economic theories to qualitatively analyze the interaction between airports and their cities(regions),and then introduces the effectiveness and correlation of airport operations and urban(regional)economic growth.The quantitative analysis framework is used to provide more practical suggestions for the development model,the future trend of airports and their corresponding to regional economies in Jiangsu Province.Development status of regional economy and airport in Jiangsu Province: Despite the fact that the development level of aviation in the province has been continuously improved since the founding of the People's Republic of China and has got a series of impressive achievements,the development of civil aviation industry in Jiangsu Province has always lagged behind the economic development,and the structural contradictions have become increasingly prominent.In recent years,the blind investment and planning of infrastructure construction by local governments led to the imperfect deployment of aviation resources in terms of their distribution of time and space,leading to the inefficiency of airport operations and urban economic development.Under such circumstances,it is difficult to achieve a healthy interaction between airport development and urban economic growth.Therefore,based on the current situation of Jiangsu's urban(regional)economy and airport development,this paper discusses the development efficiency and the correlation in the airport region,focusing on specific issues to find out the optimal measures to achieve the maximum benefits from the analysis.This paper uses data envelopment analysis to carry out a horizontal assessment of the effectiveness of civil airports and cities in Jiangsu Province.The conclusions are as follows:(1)The civil airport operation in Jiangsu province is generally in a state of technological inefficiency.Despite the figure higher than before,the overall technical efficiency of airports in Jiangsu remains in a lower figure,whilst the numerical level of scale efficiency is relatively high.The pure technical efficiency has restricted the exertion of scale efficiency,and has become the main reason that restricts the overall technical inefficacy and technical efficiency optimization of Jiangsu airports.(2)Among all the nine civil airports in Jiangsu,the only technologically effective one is Nanjing Lukou airport which is a large hub airport.Under the current operational scale and management level,its input and output are matched.Besides,it really works well and has basically achieved maximum output benefits,while the rest are technically ineffective.For the invalid DMU decision-making units,according to the input-output slack variable table,the input-output changes of the decision-making unit should be appropriately chosen one by one to achieve maximal optimization.(3)The relationship between airports and regional economy in Jiangsu is almost at the initial stage,which means the current growth of passenger and cargo of airports and the economic development of cities are mostly driven in a single direction.Specifically,cities have greater impact on the growth of airports,but airport operations contribute less to urban development and economic growth.(4)In view of the relationship between the airport and regional economicdevelopment,I propose targeted policies to further strengthen the coordinated development of the two bodies so as to achieve a good interaction between them,promoting the healthy and rapid development of the regional economy.
