In 2015,the Ministry of Industry and Information Technology organized and implemented the “Complete Network for Small and Medium-sized Cities in the Midwest” pilot project.The Mianyang Mobile “Network Improvement Project for Small and Medium-sized Cities”project(hereinafter referred to as the NIMSC project)came into being.People are the first element in the effective implementation of any project.Especially for telecommunications operators,technical talents are valuable assets of enterprises,and they are the first productive forces of enterprises.How to establish a high-quality communication engineering and technical talent team and maintain the team The long-term stability of the company maximises the enthusiasm and initiative of the technical personnel,and thus creates greater value for the enterprise.This is an important issue for human resource management.This paper takes Mianyang Mobile’s “NIMSC” project as an example,conducts research on the existing performance management system of the project management personnel through theoretical research and field research,and accurately identifies the existing deficiencies in the existing performance management system of the project and discusses the project.The reasons for the insufficiency of the existing performance management system;combined with performance management related theories and field research results,through the improvement of the existing performance management system design,the article has established a set of performance management system that is complete and in line with the project management status and management objectives.This will be conducive to the effective implementation of the NIMS project,and at the same time,it will alleviate the problem of job-hopping for mobile company engineering project technicians and promote the sustainable development of mobile companies.The research of the dissertation mainly includes the following four parts:The first part,literature and theoretical research related to performance management,including the main research results and dynamics at home and abroad,the connotation of performance management,the status and role of performance management,and the common methods for performance management.The second part is the research on the status quo of the performance of managers of “NIMSC”in Mianyang.Through problem collection,diagnosis and analysis,the status and existing problems of the performance management of Mianyang “NIMSC” project management personnel are analyzed from the perspectives of job setup,performance management awareness,performance management implementation and evaluation,and performance management of the project.The reasons for the related problems are discussed in four aspects: the lack of basic work,the unplanned ex ante plan of the system,the insufficient implementation of performance management,and the unreasonable performance appraisal,which provides a direct basis for the post-performance management improvement design.The third part is the improvement design of the performance management system of Mianyang’s “NIMSC” project.Use goal management and the KPI performance appraisal method has established a set of performance management system that suits the project development status and project management requirements from the three dimensions of work performance,work behavior and work ability.The fourth part is the research on the guarantee of performance management.Exploring Three Aspects of Organization Manpower,Financial Resources and Material Resources Improve the design of the performance management system in the implementation process of safeguards.The innovation of the article is mainly based on Mianyang Mobile’s “NIMSC” project as a typical case,and adopting a combination of theoretical research and field research to study the problems in the performance management of Mianyang Mobile’s "NIMSC" project and the causes of the problems,and on this basis The performance management of the project is reflected in the improvement design,and such research is more targeted and operable.
