Research On The Index Measurement Of Anti-Poverty Self-development Capability In Shizuishan City,Ningxia Province

Background:On the report of the 19~thh National Congress of the CPC,the Central Committee stressed:“It guarantees that the rural poverty population realizes poverty alleviation under our country's current standard in 2020,to solve the regional integrated poverty”.So far,our country has achieved the pleasing success for poverty reduction and alleviation.However,the issue of urban poverty is becoming obvious with a rapid promotion of Chinese urbanization process.From the international experience,the urban poverty group is increasingly becoming the main body of poverty population with improvement of urbanization rate.In order to solve the issue of urban poverty,it is necessary to strengthen self-development capability as a main line and focus on“blood transfusion”and improve the self“hematopoietic function”,to realize the healthy and sustainable urban development.Shizuishan City of Ningxia Province is located in the west,is a city of resource depletion,and is also a classical pauperized city with many features like regional,industrial and individual,it is more essential to foster the self-development capability for solving the issue of its urban poverty.It has a significant meaning to promote the economic prosperity in the region of west and to realize the sustainable development.Objective:This research is integrating with the basic condition of development and the analysis of factors leading to poverty for urban poverty population in Shizuishan City based on the relevant theories like anti-poverty and regional self-development capabilities and the existing research results,and utilize the Delphi Method to establish the index system of anti-poverty self-development capability in Shizuishan,and select evaluation indices from four aspects such as economic system,human resource system,social system and natural environment system,generally evaluate the anti-poverty self-development capability in Shizuishan by applying the method of main component analysis,and provide the specific suggestions for fostering the anti-poverty self-development capability in Shizuishan according to the analysis result in the end.Methods:This research is applying the method of qualitative and quantitative research.Understand the situation of development and the feature of poverty in Shizuishan City through literature review,expert consultation and field interview,and summarize factors leading to poverty for urban poverty group in Shizuishan City;screen out representative indices based on the theory of regional self-development capability through application of Delphi Method,establish the evaluation index system of self-development capability in Shizuishan City from four aspects such as economic system,human resource system,social system and natural environment system;evaluate the self-development capability in Shizuishan City based on SPSS22.0Software and application of the method of main component analysis,to obtain constraints of its anti-poverty self-development capability and to provide suggestions for fostering anti-poverty self-development capability in Shizuishan City.Results:Research results indicate:One.The factors leading to poverty for urban poor population in Shizuishan City are including difficult employment of laborers,low self-cultural quality,disease,a shortage of family's labor force.Two.Integrate with other relevant researches according to Delphi Method to determine four Level I indices including economic system,human resource system,social system and natural environment system,and 27 Level II indices,to establish the final evaluation index system of the anti-poverty self-development capability in Shizuishan City.Three.Evaluate the anti-poverty self-development capability in Shizuishan City through applying the method of main component analysis,and think that the comprehensive self-development capability in Shizuishan City showed a rising trend vertically from 2006 to2016,but tended to be smooth,the development is relatively slow,showing the stage characteristics.Factors constraining the anti-poverty self-development capability in Shizuishan City were horizontally obtained:the industrial structure of economy is not reasonable that restrains the economic growth and damages the ecological environment;the level of economic development is low that affects the development of social life;over dependent on the investment of capital factor,innovation drives are short;insufficient investments and less talents are for public services such as health care and education.Suggestions:Make an analysis according to constraints of anti-poverty self-development capability in Shizuishan City,integrate with factors leading to poverty for urban poverty group in Shizuishan City,to obtain suggestions of anti-poverty self-development capability in Shizuishan City;One.Based on the viewpoint of economic development:promote the adjustment of industrial structure in Shizuishan City,strengthen the endogenous dynamic of economy,provide more job positions;rely on policy support,seize opportunities,carry out policies practically,solve the contradiction between long-term and short-term interests.Two.Based on the viewpoint of human resource development:seek for development with knowledge,improve the quality of population,prioritize the development of education,especially emphasize the basic education;exert all efforts to develop the vocational and special educations,improve the employment level of poverty group;Three.Based on the viewpoint of social capital development:perfect the system of social security,complete the public service,improve the capability of poverty group against risks;promote the new-type urbanization,improve anti-poverty self-development capability;Four.Based on the viewpoint of natural environment:establish the concept of green development and ecological poverty alleviation,and build an ecological city;promote the sustainable ecological environment construction.
