The Value Evaluation Of Natural Resources Comsumption Caused By Regional Economic Development

The rapid economic development often accompanies environmental damage.In general,reducing pollution emissions will greatly increase the cost of manufacturing equipment and reduce the output per unit of time and unit cost,leaving most developing countries to adopt pollution-retouching strategies.With London Smoke Incident,Bhopal Incident in India and Rhine River Incident involving highly toxic substances,it is sounded a wake-up call for the people.At the same time of economic development,it must take the natural environment into consideration otherwise it may even threats to life.Due to the lack of value evaluation of natural resources consumption,some policymakers do not realize that inappropriate regional economic development strategies will lead to great value evaluation of natural resources consumption.This thesis takes Sichuan Province as an example to evaluate the value of natural resource consumption,aiming at combing the theories and methods used on value evaluation of natural resource consumption,deepening people's understanding of natural resources and providing reliable reference data for decision-makers.Moreover,while making relevant decisions,people should take the effective protection of the environment into consideration.This thesis also provides reliable reference data for the environmental protection departments for environmental governance.This thesis first reviewed the theories and methods used on value evaluation of natural resource consumption,analyzed the relationship between regional economic development and natural resource consumption,and found that when regional economic development is in the initial stage,regional economic development and natural resources consumption shows a positive correlation,indicating that this stage will be at the expense of natural resource consumption for economic development;when economic development is in certain extent,the regional economic development and the natural resources consumption show a negative correlation,indicating that at this stage of economic development people will take the protection of environmental resources into account.After that,this thesis selected one or two natural resources which are greatly affected by the regional economic development for further discussion.Exhaust gas,waste water and solid waste have the greatest influence ofnatural resources consumption.In this thesis,atmospheric resources and water resources were selected to evaluate the value of natural resources consumption.In this thesis,the recovering cost method and damaging value method were used and an evaluation model was built to evaluate the value of selected natural resources consumption.Based on the collection,statistics,screening and analysis of related data of Sichuan Province,the consumption value of natural resources in Sichuan Province was calculated based on the model and the assessment results were analyzed.The results show that:(1)From the year of 2007 to the year of 2016,the data for 2008 of the consumption value of the water resources in Sichuan Province decreased sharply over 2007;the data for 2013 of the consumption value of the water resources increased sharply.(2)From 2007 to 2016,the respirable particulate matter in Sichuan Province always maintained at a high level.According to the assessment results of the consumption value of atmospheric resources in Sichuan Province,the effect of air quality control in Sichuan Province in 2008 was the most significant.In 2008,the data the consumption value of atmospheric resources in Sichuan Province dropped sharply over 2007.In 2013,the air quality in Sichuan Province deteriorated dramatically.The data for 2013 of consumption value of atmospheric resources in Sichuan Province increased sharply over last year.(3)Judging from the assessment results of the consumption value of natural resources in Sichuan Province,the consumption value of natural resources in Sichuan Province shows a general trend with fluctuations from 2007 to 2016.Among them,the maximum data of the consumption value of the natural resources in Sichuan Province are figures for 2013.The data for 2008 of the consumption value of natural resources in Sichuan Province dropped with a maximum data over last year.(4)Judging from the evaluation results of the consumption value of natural resources in Sichuan Province,the consumption value of atmospheric resources in Sichuan Province made the largest contribution to the consumption value of natural resources in Sichuan Province,accounting for more than 85% of the total.This shows that in order to control the environment in Sichuan Province and to reduce the consumption value of natural resources,the environmental protection departments should focus on the governance of the atmospheric resources,especially on the control of the respirable particulate matter.
