Economic development is one of the most important topics in the world, manyeconomists have conducted in-depth research on economic development. Traditionaleconomics think the natural resources endowment should be positively correlated witheconomic development, that is to say the country is rich in resources endowment thehigher the level of economic development should also be. However this is not the case.Status, especially in some developing countries show that abundant natural resourcesnot only failed to promote the development of economy, has become a stumblingblock to economic development, this phenomenon is called the "resource curse”.After reform and opening-up, China’s economy developed rapidly, the totaleconomy and the rate of economic growth to the world. In the rapid development ofChinese economy at the same time, can not be ignored is the imbalance of economicdevelopment in china. Rich endowment of natural resources of provinces and cities,economic development is not just as one wishes; but the natural resource poor regions,economic develops rapidly. It raises questions about whether China is there is a"resource curse" phenomenon, at present a lot of theoretical research and empiricaltest confirmed this view. In-depth study and discussion on the "resource curse"conduction mechanism and solutions, provides reference for rational utilization ofnatural resources in china. At the same time for the relationship between naturalresources and economic development, balance between Chinese regional economicdevelopment has a certain practical significance.This paper consists of five parts. It makes research on the "resource curse" theory,empirical and conduction mechanism, and analyzes the relation between naturalresources and system.The second chapter starts from the system, explains the relationship betweennatural resources and economic growth. The system can affect the configurationcapabilities of natural resources and efficient use of natural rents, the two aspects of economic growth to weaken hampered, thus affecting regional development. At thesame time in the discovery of the system and the "resource curse" analysis, lack ofsystem and defects, lead to cause corruption of abundant natural resources and reducethe pressure of all aspects of the reform, finally affect economic development.The third chapter is the focus of this article. Mainly analyzes and discusses theinstitutional and economic phenomenon in china. According to the actual situation,the Chinese provincial level there is a "resource curse" phenomenon. Compared theChinese regions ownership structure, the degree of government intervention and thedegree of corruption system differences found that system between natural resourcesand economic growth has played a key role. Especially in the area of natural resourceabundance, system-weakenization produces a large number of corruption andrent-seeking behavior, mechanism caused the "resource curse" phenomenon is thelack of system and inadequate.The fourth chapter is the empirical analysis of China "resource curse"phenomenon. Explanatory variables in regression model set, for real GDP growth rate.Explanatory variables include the abundance of natural resources, system, foreigninvestment, domestic investment, human capital and innovation etc. The systemvariables using three indicators to measure, one is the financial expenditure of GDP;two is the state-owned economy staff proportion of total employees; three is theproportion of duty crime investigation was placed on file for every1000people. Theempirical results show that at the provincial level there is a "resource curse"phenomenon. Institutional factors in the natural resource abundance area has a keyrole in economic development.The fifth chapter on the basis of the research in the previous chapters, has made ageneralization and summary to full text, it argues that there is a "resource curse"phenomenon in China, shows that natural resource through the system impact oneconomic growth, it has been clear about the causes of "resource curse" in China isthe system factor.
