Analysis Of Influencing Factors Of BOT Project Performance

The BOT model is an investment model that brings private capital into the national infrastructure construction and public utility projects to reduce the government’s financial burden and transfer and reduce risk.At present,the development of BOT projects at home and abroad is more and more,but in recent years there have also been many cases of large-scale BOT projects that have not come to an end.The key factors that affect the operational performance of BOT projects have become the focus of attention.At present,China’s research on BOT projects focuses on BOT project financing causes,risks,performance evaluation,laws,regulations and policies,etc.Therefore,it is extremely urgent to study and analyze the impact factors of BOT project business performance,and it is very important to ensure that enterprises successfully run BOT projects effect.This paper takes three BOT expressway projects of a large state-owned enterprise in China as an example,analyzes the operating performance of three expressway BOT projects with the financial index method and EVA valuation method,and compares the average operating performance of the expressway industry with that of the expressway industry.The analysis indicates that Xiangjing Expressway is currently mature,due to its geographical locational advantage,external competitive pressure is small,and its operating performance is good;Daguangbei Expressway’s profitability has increased in recent years,followed by its operating performance;Neisui Expressway has just entered the operating period and has insufficient operating experience.The financial burden is heavy and the operating performance is poor.Then through a large number of literature studies,the possible influencing factors of the BOT project’s business performance are summarized,and the three cases are compared horizontally and longitudinally to compare the most important influencing factors of the BOT project’s operating performance.The influencing factors of the BOT project’s operating performance are as follows:,National macro-policy control;Second BOT project governance model,including equity structure,internal management supervision;Third,BOT project location,including external competition,networking with other provinces and cities,economic environment,construction costs.Finally,according to the influencing factors of the BOT project’s operating performance,the following suggestions are made: First,strengthen government support,closely follow the country’s macroeconomic policies and improve bargaining power;Second,improve the governance model,appropriate equity financing,select relevant industry experience shareholders,and strengthen project management Third,strengthen project feasibility analysis and provide reference for future successful operation of BOT projects.
