In 1980 s,the household contract responsibility system became the basic economic system in rural areas,and the cooperative medical system attached to collective economy was difficult to sustain.Farmers need to pay for their health,and huge medical expenses lead them to poverty.In order to solve the problems of rural residents' expensive medical treatment,difficulty in seeing a doctor,causing poverty and returning to poverty due to diseases,In 2002,the "Decision of the Central Committee of the Communist Party of China and the State Council on Further Strengthening Rural Health Work" pointed out the establishment of,NRCMS in which the major disease is the main co-ordination and the farmers participate voluntarily.Since the pilot project began in 2003,the participation rate of NRCMS has been continuously increased,and rural residents have basically been covered.The per capita funding quota and the number of beneficiaries of compensation have also increased year by year.NRCMS has become an indispensable part of our social security system and is the pillar of the rural medical and health system.However,the effectiveness of the implementation of the New Rural Cooperatives is worth exploring.In particular,at the current stage when the Party Central Committee is committed to the full eradication of poverty,whether the implementation of NRCMS will reduce the incidence of poverty among rural residents and alleviate the problem of rural residents returning from poverty due to illness and returning to poverty due to illness,reaching the predetermined policy goals,and has an important impact on the realization of a well-off society in an all-round way.On the basis of public goods theory,health theory and poverty theory,this paper studies the poverty problem of rural residents from the perspective of new rural cooperative medical system.The differences in the effect of NRCMS on poverty reduction were compared under different compensation ratios,different regions and different compensation modes.Analysis of medical resources fair distribution and income distribution in NRCMS.This paper verifies the transmission function of health concept in NRCMS and impoverished population.The first part of this paper is the introduction,presenting the research questions,research purposes and research significance.The second part introduces the related concepts and basic theories.The related concepts are expounded,and relevant theories and related literature are summarized and summarized.The third part introduces the present situation of new rural cooperative medical system and rural poverty.Macro data were used to describe the current situation of medical insurance and poverty in rural China,and to explore the relationship between NRCMS and rural poverty.The fourth part is an empirical analysis of the effect of NRCMS on poverty reduction.Using CFPS data,the quantitative analysis method is used to analyze the impact of NRCMS on relative poverty and absolute poverty,and to verify the transmission mechanism of health concept in NRCMS and poverty.The implementation of the new rural cooperative medical system is beneficial to the fair distribution of medical resources,but it is not conducive to "narrowing the income gap".The implementation of NRCMS can reduce the probability of poverty in rural areas.In the central and western regions,the effect of NRCMS on poverty reduction is more obvious under the mode of hospitalization plus outpatient compensation.In the eastern region,the effect of NRCMS on poverty reduction is more obvious under the mode of hospitalization plus family account."Providing medical compensation to improve health" is the main way for NCMS to intervene and eliminate poverty.The fifth part is the conclusion and the suggestion.Summarize the research contents of this paper and put forward suggestions for the new rural cooperative medical system.
