| Science Park,a new economic growth point,has advanced rapidly in China since1990 s.Espicially in recent two years,Science Park from different regions,holding fast to the spirit of entrepreneurship and innovation,quicken their pace to combine different ingredients— universities,technological enterprises,and research institutions together to construct a new pattern of development driven by innovation.Meanwhile,social and economic benefit has been made by the Science Park.It is commonly believed that primary land development contributes to exploiting Science Park.Primary land development,however,bears many characteristics such as long development circle,a great deal of investment,and tardy approval process,making the primary land development more risky.Additionally,national policy,marketing environment,and regional development conditions also play a vital role in developing primary land.Therefore,it is necessary to run risky management that mainly concerns about spotting risks and proposing effective actions to regulate risks.Based on the fundamental theory of risk management,this study adopts a case from ZPC Science Park in Beijing to analyze various risky factors in the process of developing a primary land development.Then,four main risky factors and fifteen secondary factors are proposed and ranked by establishing the primary land development assessment system,and a synthesis evaluation of the whole project is given based on the fuzzy comprehensive evaluation model.Finally,this paper summarizes the primary land development of ZPC Science Park and puts forward valuable suggestions about how to management risks,which could cast some light on risk management of primary land development firms.The results for the land level development enterprise in project risk management has a certain reference significance. |
