The Exploration Of Development Mode Of Corps Minority Inhabiting State Farm,A Case Study Of NO.64 State Farm,the Fourth Division Of Xinjiang Production And Construction Corps

State farm which gathering ethnic minority is a very important part of Xinjiang Production and Construction Corps,and it plays an irreplaceable role in safeguarding the borders.It is an urgent need to promote economic and social development of state farm for building a well-off society in an all-round way.A well-of regiment gathering ethnic minority is the part of the entirely meaning well-of society.The economy and society of minority inhabited state farm in Xinjiang production and construction corps,is facing the following problems: seriously conservative thoughts,inadequate infrastructure,and the contradiction between lack of talents and great employment pressure,the slow adjustment on industrial structure,etc.Plus the current unstable situation in partial areas,the counter-terrorism situation is still severe and complicated.Therefore,it is a necessary requirement to speed up the economic development of minority inhabited state farm to ensure the border protection and security.The essay studies the development model of ethnic minority inhabiting state farm,taking the Sixty Four regiment of the Fourth Division of Xinjiang Production and Construction Corps as a typical case.The essay discuses the problems which state farm encounters in the reform and development by investigating and analyzing its present situation and difficulties in development from the perspective of sustainable development.At the beginning,the author briefly describes the significance of corps during army reclamation period,the present development situation of ethnic minority inhabited state farm,special system in Corps,relatively low education level,and problems in the development of national language and national culture.Next,the author reviews the development history of 64 state farm,and summarizes its transformation and development,social stability,living standard of staff,and construction of the Communist Party.According to a lot of datum,the author analyzes the problems existing in the development of the 64 state farm,and sums up five reasons why development is restricted: Special system,in which Government is not separated from enterprise,capital and affair,inevitably hinders development.There are many problems in the process of industrial restructuring and transformation,causing secondary and tertiary industry lagging behind;growing cadres aging and great lack of specialized talents;workers are restricted by the traditional concepts,so they are conservative、passive and dependent;Staff is aging with slow income growth,lacking of organizational identification.Then,the author lists the development pattern of other minority areas at home and abroad,and analyses its formation model and organization condition.As a result,it is found that there are more or less successful reasons similar to 64 state farm.At the end of this paper,author proposes a development model for 64 state farm based on six aspects,deepening the system reform,advancing industrial convergence orderly、accelerating the talent team construction、guiding minority people to change ideas、creating a new team for agricultural workers、strengthening infrastructure construction.The essay gives some reasonable suggestions for the economic and social development of the sixty four state farm.
