Research On Government Investment Project Regulaiton

Whether in the planned economy era or under the market economy system,the construction of government investment projects is a very important government function,which plays an important role in economic activities.The regulation of government investment projects will undoubtedly determine the efficiency of the use of funds,as well as the quality of the project and the performance.Since reform and opening up,China has made great efforts to strengthen and standardize the supervision of government investment projects,to a certain extent,improve the quality and effectiveness of supervision.However,since China is still in the process of economic reform and institutional transition,there are still many problems and shortcomings.The shortcomings of government investment projects due to poor supervision is also common in the history of Western countries in the past economic development.Therefore,it is necessary to learn the experience from Western developed countries and regions in the government investment in engineering supervision,to use what have learned from these countries including the regional effective policy system,combined with China's specific national conditions,under the economic and social development of a specific stage,to explore the regulatory system and road of Chinese characteristics.Government investment projects tend to have a huge amount of aspects,including the people's livelihood,and by the high degree of social concern,scientific and rational government investment project supervision system,and other characteristics which must take into account.In the general regulatory system,for different characteristics of the investment project,the regulation should also be appropriate and flexible,combined with the actual situation of specific projects,targeted to take different policies and measures.As a sub-category of infrastructure construction,bridge engineering has the characteristics of public goods,so it is often invested by the government.Bridge engineering may be part of a large highway project,a bridge project,and often a relatively independent infrastructure project.Inrecent years,the large-scale bridge project invested by the provinces has often been characterized by long mileage,high difficulty,tight schedule,complicated technology and huge investment.Therefore,it is necessary to pay attention to the government,the industry and the people.It is necessary to discuss the relative principle after the government invests in the project supervision system,it recognizes the particularity of the bridge construction supervision.This paper first summarizes the existing literature,and on this basis,the study of country comparison.The paper discusses the countries and regions,including the United States,Britain,France,Germany,and Four Asian Tigers.This paper compares the supervision system between the countries,and points out that the well-functioning government investment engineering supervision system should be based on the actual development of the country's politics and economy,but not copy things blindly or mechanically.The paper then takes the supervision of the A bridge construction as an example,expatiates the quality control process of the bridge project,and makes a relatively comprehensive analysis of the particularity of the bridge and other construction projects in construction supervision.The significance of this paper is not only through the horizontal international comparison and vertical domestic system evolution,for the government investment project supervision system construction,put forward a relatively comprehensive policy recommendations,but also to make these proposals operational and applicability,especially in the construction of bridge engineering supervision.With China's economy steps into the 13 th Five-Year Plan development stage,the future of China's infrastructure construction and bridge construction will continue for a long period of rapid development.These regulatory principles and proposals will also facilitate the promotion of more efficient and higher quality.
