| The shared bicycle without piling has increasingly become the "main force" of Guangzhou citizens’ last one kilometer trip.Through the questionnaire survey on the bike sharing management in Guangzhou City,Guangzhou City,sharing bicycle management still exist many problems,such as the use of community public consciousness and uncivilized behavior,riding cooperation consciousness,social organizations and enterprises lack of supporting public facilities and shared bicycle which adapts to the development of legal system problems.These problems not only restricts the development of Guangzhou city bike sharing,and to Guangzhou city public governance has brought many problems.First of all,based on collaborative governance theory,externality theory and responsive government theory,this paper analyzes the current situation of shared bicycle management in Guangzhou based on literature analysis,case analysis,questionnaire survey and interview.Find out the shortcomings and problems that exist in the management model.From the various dimensions of management mode,this paper analyzes the problems existing in the management of government departments,between government and enterprises,between government and social organizations and groups,as well as between enterprises and consumers.Then it analyzes the causes of the problems from eight aspects: management regulations and regulations,management entities,hardware infrastructure,cooperation between government and enterprises,relationships among multiple administrative departments,management software and information fields,capital supervision and social ideology.A collaborative management mode of shared bicycle is put forward,which is led by the government,by coordinating the management of shared bicycles between various departments and governance entities within the government,so as to achieve the best interests under the premise of fully considering the externalities between the market entities.The thesis gives specific countermeasures and suggestions from seven aspects : the perfect legal laws and regulations established enterprise collaborative management mechanism,optimize the cooperative governance responsibilities distribution mechanism,establish collaborative governance resources guarantee mechanism,build collaborative management information platform management mechanism,cultivate cooperative governance of social capital,building collaborative management funds supervision mechanism.Through in the perspective of collaborative sharing Optimization Study on single management mode in Guangzhou City,not only to a certain extent sharing economy mode of government management innovation and development of the theory,but also to share the economy how to optimize the management of the government has certain practical significance. |
