Study On The Construction Fund Guarantee Scheme Of Three-River-Source National Park

The healthy existence of natural environment is the foundation of human existence and sustainable development.ecological environment must coexist and develop with society and economy.Since the 18 th National Congress of the Communist Party of China,construction of ecological civilization has been one of the important mission of the party and national,at the same time gained more and more social attention and affirmation.The construction of national park system is the important content of ecological civilization construction in our country.Pilot work has achieved good results in two years.In this paper summarized the achievements of the pilot work of Three-River-Source National Park.And the demand and supply situation of capital in the construction process are analyzed,the problems and difficulties in financing are pointed out.Through studying the advanced experience of construction fund raising in the Yellowstone National Park and Kakadu National Park and China's public welfare project government and social capital cooperation model successful cases.which are also combined with the theory of public goods,sustainable development and financial investment and financing plan for the construction of Three-River-Source National Park.Specially the plan is starting from the actual situation of Three-River-Source National Parks and Qinghai Province,set up is given priority to with financial fund,participating,multi-channel investment and financing plan,at the same time,according to the nature of construction projects to determine its origin.Financial input is the main source of funds for operation,livelihood engineering,community construction,investment and talent introduction and cultivation.The funds for ecological protection and restoration projects and ecological protection facilities are derived from financial funds and public welfare funds.The construction of profitable projects such as public service facilities and tourism service facilities can be carried out in PPP mode and franchising mode.After the proposal is put forward,this paper puts forward specific Suggestions on how to guarantee the implementation of the scheme.
