Construction Research Of Changsha Xiangjiang River New Area Under The National Strategic Background

In recent years,the construction of city new area in our country is in full swing and mobilize all the resources in urban district highly concentrated. For national new area endowed with special permission first try, accompanied by a series of preferential policies, which makes the national new area is not only the regional economic and social coordinated development but also an important part of the overall strategy, or local regional social and economic development of the main engine. The development benefits greatly. As of1January2014, the state council approved the number of state-level new district has reached eight, but the six provinces in central China have not yet been set. In November2013, comrade Xi Jinping in Hunan investigation, pointed out the strategic regional advantages of Hunan province. And the first time Hunan is put forward in the "Eastern coastal areas and the Mid-west areas transition zone, the Changjiang River economic belt and the Open coastal economic belt Junction" location. As a provincial capital of Hunan province, Changsha has unique advantages, which should fully integrate regional advantage resources to set up the national XiangJiang New Area and promote the overall promotion of Changsha to build a national" One Zone, One Junction" core growth pole.The purpose of this study is to enrich the theory foundation as the background of national strategy of Changsha Xiangjiang District construction, through the leading industry selection breeding and urban space layout optimization analysis and providing reference for the development of strategies for the new district construction. The main contents in the article are divided into seven chapters, which summarize as follows:The first chapter is the introduction part. Firstly it expounds the background of the study of the national district, as well as the theoretical and practical research significance; Secondly use of comparative analysis, quantitative analysis, inductive and deductive method, map aided analysis method and other four kinds of method in the research of the National City Area, and construct the technology roadmap; Again, this paper introduces some relevant concepts and national new area development related theory; finally, research progress of domestic and international city district and national-level new area details carding.The second chapter horizontal comparative analysis of the state council has approved the eight state-level new districts, the basic situation of the development course, development orientation, development condition and development characteristics. It is concluded that the construction of Xiangjiang New Area administrative division should be clearly defined relying on the mature development of plate, taking the advantage of traffic conditions, contacting the city radiation hinterland. Those will be the five enlightenments of industry development advantage.The third chapter analyzes the present development situation of Changsha, puts forward the necessity and feasibility of the Xiangjiang New Area construction, and fix the Xiangjiang New Area development according to the status quo of advantage based on defining the scope of administrative areas in the new area.The fourth chapter and the fifth chapter is the focus of the full section. The fourth chapter discusses the positioning principle of the Xiangjiang New Area industry first; Secondly, through the relevant theories of comparative labor productivity, location quotient, the added value of scale, market share, and material consumptions productivity, energy consumption of ten thousand yuan output value and four big benchmarks, we select six indexes and set up index system of leading industry selection; The third step, using principal component analysis (PCA) to build the Xiangjiang New Area leading industry selection model, using SPSS19.0software, a leading industry of Xiangjiang New Area based on analysis of the quantitative data; Finally it is concluded that the Xiangjiang New Area should be advanced equipment manufacturing, automobile and auto parts production, biological medicine, new energy, environmental protection, new materials, tobacco, food processing and modern service industry the following seven leading industries as cultivating target.The fifth chapter analyses the current situation of Xiangjiang New Area location and space layout, advocating high quality resources integration within the region, realizes the complementary advantages and puts forward the comprehensive building "a nuclear, two axis, three, five, six groups" of the Xiangjiang New Area space layout mode.The sixth chapter there are six aspects from the supporting systems and mechanisms, image building, project introduction, space precontrol, traffic organization, ecological environment protection and renovation put forward under the background of national strategy of Changsha Xiangjiang New Area development strategy.The seventh chapter is a summary of the full text, and it is concluded that the Xiangjiang New Area with the construction of the new zone of the national conditions can build a successful city new area. In the end the article systematically summarizes the innovation point and think about the insufficient part of it.
