Jiuquan City Township Financial Fund Supervision Mechanism Research

Township finance is the most basic financial institution in rural areas in China,which provides financial support directly for social public goods such as culture,education,health care,social security,agroforestry,water,animal husbandry and so on.It plays an important role in developing rural economy and carrying out various principles and policies of the country.With the promoting of New socialist countryside construction and strengthening of the function of public finance,the funds used by the state finance for the villages and towns have increased greatly.Therefore,it is of great significance to strengthen the management of township finance,which concerns the implementation of the Communist Party of China's livelihood policy and vital interests of the people.Analyzing the problems and reasons of township financial fund supervision and putting forward the optimized path of township financial fund supervision mechanism have become an urgent solution to implement various policies to strengthen and benefit agriculture and promote the transformation of township financial function.On the basis of a thorough review and analysis of the theories related to the supervision of township financial funds at home and abroad,this paper takes the supervision of township financial funds in Jiuquan city as the breakthrough point.According to the Public Finance Theory,the Public Choice Theory,the Fiscal Decentralization Theory and the concrete situation of the supervision of township financial funds in Jiuquan City,through the analysis and field interview of the financial fund operation in Jiuquan city,the problems existed in the supervision of township financial funds in jiuquan city were discovered.In this paper,the causes of the problems were deeply analyzed,the experiences and practices of the advanced provinces in the supervision of township financial funds were fully used for reference and absorbed and the optimized path of the supervision mechanism of township financial funds in Jiuquan city was put forward,namely,efficient operation mechanism,supervision and coordination mechanism,early warning and prevention mechanism,regulation mechanism,accountability mechanism and talent incentive mechanism.Through these studies,the paper aims to call for increasing the emphasis on the supervision of township financial funds,perfecting the regulatory mechanism of township financial funds,giving full play to the financial functions of townships and promoting the scientific,standardized and fine management of township financial funds.At the same time,it provides a valuable and creative reference for the supervision of poverty alleviation funds and even the promotion of local financial execution.
