Study On The Third Party Supervision Mechanism Of PPP Projects In China

In many years of academic and practical exploration in the model of Public-Private Partnership,problems such as bottom treaty,government and enterprise collusion and covert core information have frequently appeared,which may lead to mismatch of public resources.The above problems are closely related to the maladjustment of the existing PPP project supervision mechanism.At present,in practice,the PPP project supervision shows problems such as miscellaneous supervisory bodies,dubious powers and responsibilities,shallow supervision depth and low efficiency,etc.China has not yet established a more perfect PPP project supervision mechanism.Based on the above problems,this paper based on the public interest theory,project governance theory and principal-agent theory,etc.To explore the introduction of Third-Party Supervision mechanisms in order to improve China's existing PPP project supervision deficiencies.Specific research content and methods,the research process and conclusions are as follows:(1)Using the methods of literature review and text analysis,we construct and analyze the governance structure of PPP projects and analyze the legal documents introduced by third parties.And from the perspective of transaction costs and information asymmetry,Third-Party Supervision can reduce the cost of collecting information by means of information disclosure.The necessity of third party supervision is expounded.Based on the analysis of existing research,the framework of Third-Party Supervision mechanism including supervision subject,object,content,method and tools is built,and semi-structured interview method is used to identify the third party supervision mechanism including access.Quality,price and demand-out of the PPP project for third party regulatory requirements.(2)The research on the Third-Party Supervision system of PPP projects facing the whole life cycle.By using the method of comparative analysis,the traditional regulatory needs of PPP projects and the identified Third-Party Supervision needs are analyzed by analogy.On the basis of this,the Third-Party Supervision system of PPP project which is fit for our country's national conditions is fitted,and the Third-Party Supervision system of PPP project including the supervision subject,the supervision object,the supervision content and the supervision mode is constructed in detail.(3)Information acquisition and disclosure is an important link in the Third-Party Supervision of PPP project,while BIM technology and due diligence technology are information acquisition,processing and analysis.Important tools for disclosure and application.Specifically,due diligence techniques can be based on new projects,The BIM technology is mainly used in the construction of the third-party supervision platform of PPP project from the perspective of the whole life cycle,and through the platform to achieve real-time access and analysis of regulatory information,accurate feedback.Reasonable disclosure and application.Based on the analysis of the maladjustment in the supervision of PPP projects in our country,this paper puts forward the conception of introducing the third party supervision mechanism,and constructs the third party supervision mechanism which includes the main body,the object,the content,the way and the tool of supervision in detail.This paper provides a map-based solution for the construction of supervision mechanism of PPP project in our country and the standardization of landing implementation of high quality PPP project in our country.
