"Silk Road Economic Belt" is an important measure for China’s development of regional economic cooperation,and an important strategic layout of the new period of China’s Peripheral Diplomacy.Based on the practical needs of the economic and social development of our country and Western neighboring countries,energy cooperation should be placed in the"Silk Road Economic Zone Construction" top heavy "position,will help ease the pressure on China’s energy supply and transport safety,at the same time to realize the diversification of energy supply.Now the energy cooperation between China and Central Asian countries has made some progress,but due to the countries along the Silk Road Economic Belt are not consistent with the resources and the development,the larger the investment environment is not stable and geopolitical and other reasons,China’s energy cooperation with Central Asian countries is facing a variety of risks,such as political,economic,technological,environmental,management,and so on.Therefore,with the deepening of the new Silk Road Economic Cooperation,we must establish and improve the risk assessment system,to prevent and avoid the risk of energy cooperation with the Silk Road Economic Belt,to ensure the smooth development of the energy cooperation of the Silk Road Economic Belt.The purpose of this paper is according to the status and future development trend of "Silk Road Economic Belt",construct the risk evaluation index systemused based on the risk identification of the "Silk Road Economic Belt" energy cooperation,and use of multi-level fuzzy comprehensive evaluation method to analyze the risk factors.Then evaluting and researching from the two aspects of theory and practice,in order to control and avoid "Silk Road Economic Belt" energy cooperation risk to provide decision-making reference.
